JOHNSON COMMENCEMENT ADDRESS EAST KENTUCKY STATE COLLEGE , RICHMOND, KENTUCKY JUNE 1, 1961 FOR RELEASE ON DELIVERY We live in a world which has narrowed into a neighborhood before it has broadened into a brotherhood. I have just seen the face of poverty in Asia. face of courage. But I have also seen the I have seen nations scourged by suffering, darkened by social injustice, and menaced _by Communist aggression. Yet these nations have turned with undismayed hope to the ta·sks of reform and progress . They are building schools in the very areas of danger. They are winning new crops from land that has been neglected for generations or used for the profit of some feudal overlord. They are carving roads out of an ancient wilderness, and bringing an age of industry to nations determined to protect their independence by· economic strength and social stability. They compel our admiration and they deserve our supporL We seek friends, not camp - followers; we have allies but no satellites; we prefer honest dis sent to timid conformity; and we believe that in coming years the company of the free will be proud to work in equality with the United States to create frontiers of freedom in Asia that can never be crossed by Communist power. That is our purpose, our p':"omise, and our policy. There is the same ferment of unrest, yet the same hope of progress, in Latin America and Africa and the Middle East. We have awakened at last to the challenge embodied in Castro's Cuba to the security of this hemisphere. That challenge comes not from Castro's power but from his willingness to let the alien doc t rines of Communist intrigue and subversion take root in Cuba and spread fro'm there as a source of infection over other countries in Latin America, But we cannot pluck out this danger merely by thinking of the threat to security and by regretting the betrayed r evolution of Cuba . We must turn from barren condemnation to creative work. We must join with our friends all over Latin America in a creative campaign against poverty and illiteracy and the accumulated grievances that fill today's agenda of anxiety. This surely is a task worthy of the American people as it unites their genius for being good neighbors to their responsibility as sentinels of freedom. In Africa the past is at war with the future. We have taken our stand as a government and as a people on the side of those forces in Africa that wish to make that continent, so: long a mere pawn on the world stage, the master of its own destiny in freedom and in honor , (over) �- 2We know that the t asks of self- government are difficult; it will sometimes be necessary for Africa to learn the discipline of freedom from the lessons of its own mistakes; but we are unshaken in our faith that the peopl e of Africa are marching to a future of abundance and of hope, and w e are glad to be their companions and colleagues on that brave pilgrimage. The obstinate and unfortunate quarrel between Israel and her Arab neighbors continues to darken the prospects for the Middle East. The nations of the Middle E a st, which have enriched the treasury of the human spirit with its noblest sources of inspiration and consolation, would enter a new era of growth and prosperity if they could discover the means of honor able cooperation for their shared advancement . This transition can only b e achieved by the peoples and governments in this troubled area; but the United States will never weary of doing what it can, in good time and with responsibility, to quicken the process of reconciliation and establish genuine and lasting peace in the Middle East. The writ of freedom runs in only h alf of divided Europe today. President Kennedy has gone to Paris and to L ondon to strengt hen the citadels of democracy; and he has gone to Vienna to warn the keepers of the fort of tyranny that no greater blunder can be made by any leader than to discoun t the strength of the free. In these negotiations it will be President Kennedy's task and opportunity to show the whole world once again that the United States seeks to avoid the cooperative suicide of nuclear war but it has no intention of yielding to diplomatic blackmail; and he will again testify that America's patience in negotiation for peace is as great as its power i n battl e. We all pray that at least a brave beginning in the search for peace may come from the President's labors in Europe. They are labors which are endorsed by all Americans, regardless of party, and by all men and women in every land who want the law of force to be replaced by the force of law . But we must never forget t hat in the crowded neighborhood of world affairs we in the United States are set on a conspicuous stage and everyone marks our demeanor . Our triumphs exalt our friends, and our mistakes are the best opportunities for our opponents . Let the whole world know, then, that the heirs of Jefferson and Lincoln can never be afraid of a world in which the winds of change are trying to blow the tiny spark of freedom into a glorious torch. We are ready to hold that torch in our own strong hands and with it to light all who cherish freedom, and are r e ady to make sacrific-es for it, across the pathway of valiant and heroic years . Here in this university you have learne d to question all dogmas and to revise old truths that no longer fit new needs. You belon g to the generation that will have to carry the central burdens in providing America with the wi·sdom and compassion and strength that can a l one make America's leader ship in an endangered world a blessed contribution to peace. (more) �- 3 - If America falls or proves u nworthy of this sacr e d burd en, there is no other nation in the world that c a n muste r the power to stand in the breach and call a halt to the march of advancing tyranny. Necessity, not amb ition, has made the Amer i can P,eop l e the c h ief guardians of liberty; and s e lf-res t rain t, not arrogan ce, must always mark our con duct . Otherwise, there will be a horrible gap betwee n our shining i d eals a n d our dusty deeds. I In the last analysis w~ will be judged by the w o rld not by our creeds but by our deeds. Let us make sure that they are deeds of honor, of valor, and of progress. But yours is not alone the generation that must pacify a n earth loud with ancient wrongs. Your generation must also explore the challenge of outer space radiant with new promise . For we must remember that oute r space, as Pre~ident Kennedy told Congress the other day, may well hold the key to man's fate on earth. Do we want Communist signpos t s to be set a mong the star s ·or do we want the s'ignposts to be put there b y free men? Do we w ant outer space to become a new arena for rivalry or is i t t o be a com mon glory won for a ll mankind? We believe that outer space belongs to no on e country and its conquest should be regarded as a victory fo r n o particular economic or political system . We are ready t o shar~ all scientific knowfedge of outer space with the entire community of world scientists . We want an early international agreement to con trol t h e peaceful uses of outer space. If we cannot obtain such an agreement now , when we are at the very dawn of a new age of achievement, the problems of agreement will be much more difficult in future years . Here is on e clear test of Russia's inte r est in genuine disarmament, apart from the manufacture of slogans about the virtues of peace. The control of the weather - - which may be one of the results of man's triumphant entry into outer space - - can transform the economic fate of many regions . This knowledge can be used to turn deserts in to productive areas, or to send raging streams in a flood of destructive power over large cities. D o we want this power to be in the hands of men who believe in human servitude or human freedom? That is the test question. It goes far beyond mere questions of prestige or a race between Russia and America or the military gains that may result from mankind's ability to touch the reaches of outer s p ace with the a u dacious fingers of scientific genius. The United States has now put into orbit 39 satellites, of which 22 are still circling the earth, with nine of them still sending back valuable scientific information. Russia has sent 12 satellites into earth orbits, none of which is now sending back any data. In addition, the Uni ted States and Russia have each put two orbiting shots around the sun, and the Commun ists have hit the moon once. (over) �- 4We have achieved impo r tant success in the science of space but we are behind in the crucial ability to send large payloads into outer space. We can certainly make up for our def iciencies here. If all our idle manpower and idl e factories were working productive l y, they would add to our gross national product more than the total cost of the whol e space program. Even under President Kennedy's enlarged program, we are planning for no more than an increase of one billion dollars, or less than . 6 per cent of our national production in the next fiscal year, for reaching into this vast new frontie r . As chairman of the space council, I was p l eased to have had a role in helping with the great decision to provide for a 11big booster" program in the broadest sense of the term . Peace through space is the theme. Acceleration is the motive. Enlargement of scientific knowledge is the reward; and new securities for f r eedom must be our expanding goals . In the darkest years of the French revol ution , Edmund Burke begged that his body might be beaten into a drum to animate Europe to eternal battle against tyranny. Now the battle 1s world - wide. We have learned that we can never have peace without sacrifice or peace a t the sacrifice of others. Martin is devoted to official matters concerning his sixteen year tenure (1960-1976) as sixth president of Eastern Kentucky State College (until 1966) and Eastern Kentucky University. The official papers are divided into four series: Association, Board of Regents, Faculty and Staff, and Subject. The Association Series relates to various national and state organizations in which the University held membership, while the Board of Regents Series is concerned with official and working papers of the University's governing board. The Faculty and Staff Series, due to the provisions of both federal and state privacy laws, remains closed to researchers. The Subject Series divides into a general Subject sub-series and five additional sub-series: Academic, Administrative, Business, Public, and Student Affairs, which correspond basically to the University's administrative structure. A Pre-Presidential Series covers the years between Martin's graduation from Eastern and his assumption of her presidency and includes personal, political, and educational materials. Three other series, the General, Personal, and Speeches Series, are a bridge between official and personal papers.
