The committee was appointed by the Chairperson of the Kentucky Di v ision of Girls and Womens Sports. It met for the first time December 2 , 1967 . The purposes were to develop state guidelines and policies for the development of intercollegiate programs for college women. Representatives f r om nine institutions attended this first meeting. One year later a fundamental precept emerged: "The Committee f eel s that there c an be no justification f o r intercollegiate competition unless it aff ords the participant an opportunity fo r development in all aspects, not s kill alone. Focus should be on the development of players , not the building of records." The continued growth generated by the Committee led to structural and name changes . In 1970, the first f or mal operating code was passed and the Committee was changed to the Kentucky Women's Intercollegiate Conference. The first state tournament was conduc ted in 1971. Today state tournaments are organized in six sports . Kentucky participated in the first AIAW regional tournament in 1972 and na tional tournaments in 1972. KENTUCKY WOMEN ' S I NTERCOLLEGIATE CONFERENCE The name of this organization shall be the Kentucky Women's Intercollegiate Conference (KWIC). II. PURPOSE A. General - Advocacy of an athletic conference devoted primarily to governing women's intercollegiate sport competition in the Commonwealth of Kentucky is the rationale upon which the KWIC exists . Because of this singular interest, requirements for competent leadership suggest and support women in key roles and positions, both in the Conference and in member institutions. B. III. The purpose of the Conference shall be: 1. To establish and maintain desirable standards for the competive experience. 2 . To promote and coordinate opportunities for participation. 3. To guide and direct in the planning of competition among member schools. 4. To guide and direct in the planning of state tournaments . 5. To provide opportunities for social interaction among players, coaches, and administrators of the organization. GENERAL ASSOCIATION A. Active membership 1 . Open to any college, university, junior/community college within the state of Kentucky which is accredited institution of higher learning which sponsors an intercollegiate athletic program for women. 2. Completion of a signed application form and payment of assessed dues shall constitute active membership. These shall be interpreted as expression of interest in the conference and agreement to abide by the Conference policies and procedures. B. Associate membership 1. Open to same institutions as in III A, above, which may or may not sponsor an intercollegiate athletic program for women . 2. Completion of a signed applications form and payment of assessed dues shall constitute associate membership . 3. Associate members may participate in meetings but have no vote. C. Dues 1. Annual dues shall be payable to the Treasurer by October 1 of each academic year. 2 . Assessments shall be reviewed annually by the conference at the Spring meeting . B-1 �I Meetings 1. The Conference meets three times yearly. Fall meeting (Fall Conference), Winter meeting (last Friday in January), Spring meeting (second Friday in April) and at other times as deemed necessary by the general membership board. 2 . No t ification of any meeting to be sent to the official delegate three weeks prior t o the meeting. 3. Retain program space at the Fall KARPER Conference. 4. Business shall be c onduc ted according to Robert ' s Rules of Order . 5. Fifty percent of the member institutions shall constitute a quorum. 6 . KBWO Chairman, Louisville Offic iating Board Chairman, KARPER and NAGWS Vice Presidents or their representatives are extended invitations as ex-officio delegates to KWIC official meetings and workshops. F. Administration Delegated responsibility shall be vested in the elected Board of the Kentucky Women's Intercollegiate Conference. G. Committees 1. Policies and Procedures a . The committee shall be made up of three (3) members : (1) The Vice Chairperson of the Board who shall serve a two (2) year term in the capacity of chairperson. (2) The immediate past Chairperson of the Board who shall serve a two (2) year term. (3) A third member appointed by the Chairperson of the Board serving a one (1) year term. , b . The functions of the committee shall be to: (1) Develop and recommend policies, precedures, and rules for the general structure of the Conference. (2) Develop and recommend policies, procedures , and rules for the Conference competition. (3) Receive recommendations from any member or group within KWIC regarding policy, procedure and rule changes. Sports Chairpersons : 2. a . Each member institution represented at meetings shall be entitled to one delegate. The delegate shall register with the Secretary prior t o the call to order. 2. Whenever several repre sentatives are present from one institution, they may caucus a nd the delegate shall cast one ballot . 3 . Absentee ballots shall be permitted if filed with the Secretary of the Board three days prior to the meeting . 4. Institutions holding assoc iate memberships shall not be entitled to vote. Shall keep a file of all information which must be passed on to a successor at the conclusion of her office. g. Shall send information lists of the first, second, and thir<l duties above to member schools at least once year l y. h. Shall consult with coaches on problems and recommendations structure and competition and refer said problems and recommendations to Delegate-at-Large and to Policies and Procedures Chairperson. Officials Coordinator a. The Officials Coordinator shall be appointed by the Delegate-at-Large and serve in this position for two (2) years. b. Responsibilities include: (1) Assist officials needs of the Conference. (2) Schedule and assist in directing officiating clinics (3) Keep membership informed of off iciating concerns. (4) Act as laison with officiating services area Boards of NAGWS throughout the state. (5) Receive concerns and recommendations on improvements of quality and quantity of Officiating in Conference. (6) Determine how KWIC officiating approp riation shall be spent each year. (7) Recommend standard pay fo r officials in each sport. An updated, printed edition of the Operating Code will be prepared by the Conference every two years and distributed at the Fall Conference, effective Fall, 1975. THE BOARD OF THE KENTUCKY WOMEN'S INTERCOLLEGIATE CONFERENCE A. Board Officers 1. Officers of the Board shall include a Chairperson, Vice-Chairperson, Secretary, Treasurer, Delegat-at-Large, Tournament Commissioner, Conference Statistician. 2. Officers shall be elected by the delegates with the exception of the Treasurer and Statistician. The Treasurer and Statistician shall be appointed by the Chairperson. 3. Officers shall serve for a term of two (2) years with the exception of the Treasurer and Statistician. They shall serve three (3) year terms. B-3 �B. Elec t ion and Term of Office 1. Board members shall be elected at the annual Fall meeting by the delegates. 2 . The current Board shall serve as the nominating committee and shall entertain nominations from the floor. 3 . Board members with the exception of the Treasurer and Statist ician shall be elected for a two (2) year term. The Treasurer and St atistician shall be appointed by the Chairperson and shall serve three (3) year term. a . The Chairperson and Delegate-at-Large shall be elected in the even year. b . Shall serve as Chairperson of the Policies and Procedures Committee. 3. Secretary a. Shall distribute copies of the minutes of Conference and and Board meetings to voting delegates of each member institution, all Board members, sports chairpersons, and members of standing committees of KWIC. b. Shall maintain a supply of updated Hankbooks of the Kentucky Women's Intercollegiate Conference for distribution to member institutions upon request. c. Shall keep on file an updated copy of the Philosophy and Standards for Girl's and Women ' s Sports and the Association of Intercollegiate Athletics for Women Handbook. d. Shall keep a record of attendance at Conference and Board meetings and retain same for a permanent file. e. Shall maintain a current roster of the names of women's intercollegiate directors and coaches of women's sports including college affiliation and telephone numbers. 4. Treasurer a. Shall maintain full and complete membership records for the Conference. b. Shall receive and give receipts for monies due and payable to the Conference. c. Shall deposit monies in the name of the Conference in a bank selected by the Board. d. Shall prepare an annual financial report. e . Shall prepare an annual proposed budget for each coming year to be presented to the Conference at the annual Spring meeting. 5 . Delegate-at-Large a. Shall serve as publicity and Public Relations Coordinator. b . Shall conduct an annual membership drive . c. Shall be responsible for the KWIC information center at the Girl's High School Basketball Tournament. d. Shall appoint and coordinate where necessary the Sports Chairpersons. Shall appoint the Officials Coordinator. Tournament Commissioner a. Shall receive bids for sites of state tournaments by March 1 of the year preceding the tournament. b. After consultation with the Tournament Director and Sports Chairperson of the sport in question shall make decisions where problems dev elop within a month of the tournament date . c. Shall receive from state tournament directors and report of procedures and evaluations within one month following said meet . d . Shall be responsible f or selecting and securing awards for state tournaments. e . Shall, whenever conflicts of tournaments occur, have the authority to appoint a temporary tournament commissioner to f ulfill the Commissioner's duties. f. The Tournament Commissioner's expenses for state tournaments shall be mileage, meals, and lodging at a rate set forth by the Board annually. g . Shall maintain a supply of, and distribute, Certificates of Participation for all state tournaments . h. The Tournament Commissioner shall coordinate the development of guidelines for state tournaments . i. Shall receive Affidav its of Eligibility from each school at the beginning of each sports season and keep these on file. Conference Statistician a . Shall keep an accurate record of all state and national competition statistics. b . Shall keep a record of competition of conference teams . c. Shall receive and keep on file Financial Assistance forms . d. Shall send Coach's Report forms to voting delegates at end of each season. NAGWS rules shall be foll owed in the conduct of women ' s intercollegi a t e athletic events. 2 . General eligibility a . All full time undergraduate students in member institutions are e l igible to participate a maximum of four (4) years . '7 b. The minimum cumulative standard required to participate by the institution must be on file with the Secretary of the Board . c. Participants shall have amateur status in the sport in which they are participating as determined by NAGWS, AIAW or the appropriate regulating body of that sport . d. Affidavits of eligibility shall be filed with the KWIC Tournament .......... Commissioner at the beginning of each sport season • e . Schools with co-ed teams or with women on men's teams shall file eligibility affidavits with the Tournament Commissioner and a Coach's Report with the Conference Statistician. f. KWIC does not define Club Sport. However, teams competing in a KWIC tournament shall file an eligibility form with the Tournament Commissioner and a Coach's Report form with the Conference Statistician. 3 . Recruitment and scholarship a . KWIC shall adopt the current AIAW regulations for the awarding of financial aid to student athletes. b. Member institutions shall submit full information concerning athletic financial assistance awarded to each woman athlete . A copy of said report shall be filed with the Conference Statistician. 4. Medical examinations a. Each student wishing to participate in an intercollegiate athletic program shall have a report from a qualified physician obtained within six months prior to the start of the particular season. b. This medical report or verification of a medical report shall be on file in the office of the Women's Intercollegiate Athletic Director of member institutions for each year the student participates in the program. c . Additional medical information from a qualified physician shall be required for participation after serious illness, injury or surgery. 5. Medical insurance a . Students participating in intercollegiate athletics shall be covered by medical and catastrophic insurance . Said insurance may be an individual policy or a group policy. C-1 �7. 8. c. Said insurance shall include home games, away games, trave l to and from origin o f trip, and practice periods during the sport season . c. Faculty members, coaches, or advisors shall also be covered by adequate liability and medical insurance. Coaches and officials a. An educator with fa culty status or administrative sanction shall coach or adv ise the women's intercollegiate athletic teams. b. Rated NAGWS or Collegia te officials shall be used for women's volleyball and basketba ll intercollegiate competition . When rated NAGWS or Collegiate officials are not used, the game shall be forfeited (the team to forfeit shall be the one which fails to provide the rated official when they have agreed to provide one or both officials) . c. Rated officials shall b e used whenever possible for all other women's intercollegiate athletic events. d. It shall be the responsibility of the hostess school to pr ovide auxiliary officials. The term auxiliary officilas shall be broadly interpreted to include personnel necessary to the efficient conduct of the events, such as announcers, scorers, timers, starters, judges, referees, umpires, etc . e. Provisions should be made for orientation and t raining of auxiliary personnel . Awards a . Awards shall be of such a nature that they are valued by the recipients as recognition of achievement rather than for their extrinsic value. b . Participants who compete in a state tournament shall receive a Certificate of Participation with the first and second place certificates so indic ated . c. In tournaments involv ing four (4) teams or less a first place trophy will be awarded. d. In tournaments involving fiv e (5) teams or more a ~irst and second place trophy shall be awarded. e . The tournament Commissioner will be responsible f or selecting and securing first and second place awards for state tournaments. Transfer students In cases where the women's athletic department is advised of the int ention of a student athlete to transfer from one KWIC institution to another KWIC institution, as a courtesy, the original institution should be informed. The responsibility of reporting the possibility of transfer rests with the institution (athletic director) who has received the inquiry. Information should be transcribed in writing. Administration of the Intercollegiate Athletic Program for Women 1. It is recommended that the women's physical education department of member institutions be responsible for the conduct of the women's intercollegiate athletic program . 2 . It is recommended that a joint faculty- student committee be established in member institutions to advise the Athletic Director f or t he women's intercollegiate athletic program on matters of long range plans, budget, and other items pertinent to the program. C-2 �5. 6. D. Intercollegiate athletic seasons 1. The length of the competitive season as generally defined by NAGWS shall be followed. 2. The competitive season shall fall within the natural or climatic season . However, in some activities the season may vary slightly from school to school depending upon availability of facilities, staff and budget. 3. The seasons are defined as follows: a. Fall season - September through December b. Winter season - January through March c. Spring season - April through May 4. Schools shall set their own policies concerning individual participants who wish to compete on teams which overlap. E. State Tournaments 1. It is recommended that meet directors not have simultaneous coaching responsibilities. 2 . Participating schools in state tournaments shall be members of KWIC. 3. Colleges filing bids for state meets shall forward applications to the Tournament Commissioner by March 1 of the year preceding the tournament. 4. The state tournaments shall be self-sufficient through entry fees. The fees shall include NAGWS recommended payment for officials. 5 . Criteria , for conducting and/or sponsoring additional state championships should as follows: a. Must have at least five schools b. Must have a specific hostess institution c. Must have an itemized budge t d . Must be petitioned by participating schools and approved by total membership . F. Regional and National AIAW Sponsored or Affiliated Tournaments 1. Where state tournaments are organized, the first and second place winners shall have priority in representing the state at regional or national tournaments. In cases where the first or second place winners choose not to attend, the third and fourth place winners shall have priority, in that order . 2. The women's physical education department or an administrative sanctioned equivalent of member institutions shall assign the responsibility for scheduling of events, contracts, and sanctions to a person who has faculty status or its administrative equivalent. In order to plan for the efficient administration of an event, NAGWS Sports Guides should be studied carefully, especially in regard to tournament or meet regulations, techniques of officiating and rules . Colleges must use a KWIC contract form for all competitive events. Each coach must file a report at the completion of each sport season with the Conference Statistician. Protests regarding violation to the Operating Code along with supportive material must be submitted in writing to the Chairperson of KWIC by registered mail. B. The Chairperson in conjunction with the Board shall: 1. Inform in writing by registered mail the official delegate of the charged institution as to the nature of the alleged violation. 2. Allow 30 days for an appeal by the charged institution . The 30 day interim will be effective with the postmark of the letter to the charged institution by the Board. 3. Evaluate evidence . 4. Inform the institution in writing of the final decision. 5 . File a copy of any decision with the Secretary. C. Final decisions regarding protests shall rest with the Board . D. Depending upon the severity of the infraction, the following disciplinary measures may be imposed by the Board : 1. Reprimand. 2. Ineligibility for season conference competition or state tournaments for a designated time . 3 . Loss of active KWIC membership for a designated time. 4 . Loss of active KWIC membership for an indefinite period of time. E. A statement of rational for re-instatement in the Conference must be filed with the Secretary of the Board by the official delegate following correction of the infraction. The final decision f~r re- ins t atement rests with the Board . A majority vote by the Board i £ necessary for re-instatement . F. To insure maximum objectivity any member of the Board whose school is involved shall not sit with the Board during such a case. The Chairperson shall appoing a termporary replacement from the officials delegates. POLICIES AND PROCEDURES FOR SPORT AREAS A. Exceptions to the foregoing policies and procedures shall be discussed and agreed upon by the coaches of each sport. B. Such exceptions shall be forwarded to the Board for presentation to the Conference . C. Copies of minutes for coaches meeting shall be forwarded to the Secretary of the Board within ten (10) days after the coaches meet for inclusion in the Conference minutes and said minutes shall be designated for the specific coaches of each sport. TOURNAMENT ELIGIBILITY A. Institutions wishing to enter a team or individuals in a state tournament sponsored by KWIC must be a current member of KWIC. B. All member institutions may compete together at a single state tournament. C. Tournaments may also be divided as to Small or Large College status. D. Where two divisions exist: I . Large college institutions may enter only Large College tournaments . 2. Small college institutions may choose to participate in Large College tournaments. The following regulations shall be observed when such choice is desired: a. Selection may be for one or all sports . b. Institutions shall remain in -tournament division selected for a minimum period of 2 years. At that time, the institution may re-petition for continued change in status or return to the appropriate small college tournament. c . Request for change in status must be submitted to the tournament conunissioner by the Spring meeting and must be approved by the Board beford the Fall Conference of the year the change of status is to be in effect . d . Petitioner shall meet requirements of said sport's tournament guidelines. TOURNAMENT FINANCING A. State Tournaments shall be self-sufficient through entry fee. fees shall pay for officials, awards, and social events . These B. Entry fees shall be made payable to the current KWIC Treasurer . C. The host institution shall: 1. Keep an itemised expense account of tournament expenses and submit this to the Treasurer. 2. Submit bills for payment or reimbursement to the Treasurer. 3. Absorb deficit expenses not covered by entry fees. D. When gate receipts are charged, the host institution shall: 1. Indicate gate receipts will be charged when submitting Tour nament Bid. 2. Team Eligibility Meet Director: Becky Hudson, Univer- In order to compete in the state meet a team must have a season. At least one of the season meets must be with a KWIC conference school. A meet is defined as two or more colleges or university teams who engage in competition for the purpose of determining a winner. The season is defined as participation in a mini.mum of three meets, cotmnencing with the school's first meet and the ending with the last meet before th~ state meet. Individual Eligibility AIAW guidelines for eligibility will be followed in addition to the injury petition. An individual must participate (i.e. present, dressed out, and ready to participate) in a majority of their seasons meets to be eligible to compete in the state meet. If due to injury an individual is not able to participate in a majority of the season's practices or meets, the coach may submit to the state tournament commissioner a doctor's statement certifying that participation was restricted because of injury and the coach may request that the gymnast be admitted to the state meet. However , should a gymnast qualify for nationals through the state meet, additional petitioning is needed for the national meet. �1. All matches will be two out of three except for the championship which will consist of three out of fiv~. The tournament will be played at Knights Hull, Dellarnine College , Louisville, Ky., on Nov. 10th & 11th, 197R. The meet dire ctor is Jim Spc.1 lt!.ing. The entry fee f 01.~ participating teams will be $100.00 with officials b2ing paid $20.00 per match. The re will be four (l~) officic1ls with each officiating nt least five (5) mc:itches. There will be a gate> fee established by th2 host school. After all expenses are paid th e net profit will be divided between t he host school and KWIC according to the gtdd~lines.
