Intercollegiate Confer ence . It is designed to inform members of its basic
structure, its guidelines for competition among member schools, and general
procedures for planning and conducting confer ence championships.

SECT ION A

Expanded interest in intercolle giate athletics in Kentucky led to the appointment
of a committee to study the trend. The committee was appointed by the Chairperson of
the Kentucky Division of Girls and Womens Sports and met for the first time December 2,
1967 . The purpose was to d evelop state guidelines and policies for the development of
varsity athletic programs for colle ge women . Representatives from nine institutions
attended this first meeting. One year later a fundam ental precept emerged:

"The Committee feels that there
can be no justification for i ntercollegiate competition unless it
affords the particip ant an opportunity for develop ment in all
a spects , not skill alone . Focus
s hould be on the development of
play ers , not the buildin g of
recor ds."

The continued growth generated by the Committee led to structural and name
changes . In 1970, the first formal operating code was p assed and the Committee w as
changed in format to the Kentucky Women's Intercolle giate Conference .
The first conference tournament was conducted in 1971. KWIC representatives
participated in the first AIAW national and regional tournaments initiated in 1972. Tod ay ,
Conference championships are organized in seven sports.
KWIC today dedicates itself to governing women' s intercollegiate sports competition
in Kentucky through its membership .

SECTION B

The name of this organization shall b e the Kentucky Women's Intercolle giat e
Conference (KWIC) .
II .

PURPOSE
A.

General - -

The rationale upon which the KWIC exists is the advocacy of
women's intercolle giate sport competition in the Commonwe alth
of Kentucky . It is an athletic conference devoted primarily
to governing competition among member institutions. Because
of this singular interest, requirements for competent leade rship
suggest and support women in key roles and positions , b oth in
the Conference and in member i nstitutions .

B . The purpose of the Conference shall be:

MEMBERSHIP
A. Active membership
1.

Any colle ge, university, junior/ community college within the Commonw ealth
of Kentucky which is an acc r e dited institution of higher learni ng and which
sponsors an intercollegiate athletic program for women is. eligible.

2 . Completion of a signed application form and payment of assessed dues
shall constitute active membe rship. These sh all be interprete d as
expression of interest in the Conferenc e and agreement to abide b y
Conference policies and procedures.

B. Associate membership

Completion of a signed application form and payment of asses sed dues
shall constitute associate membership.

Associate me mbers may participate in meetings but have no vote.

A . Annual dues shall be payable to the Treasurer by the date established as
Region II' s due date.
B . Assessme nts shall be reviewed annually by the Conference at the Fall
Conference

VOTING PRIVILEGES

A . Each member institution represented at meetings shall be entitled to one
voting delegate. The delegate shall register with the Conference Secreta ry
prior to the call to order.
B . When several represe ntatives are present from one institution, they may
caucus and the delegate shall cast one ballot.
C. Absentee ballots shall be permitted if filed with the Confer ence Secretary
three days prior to the meeting.
D.

Institutions holding associate memberships shall not be entitled to vote .

MEETINGS
A.

The Conference meets three times yearly. Fall meeting (Fall Conference),
Winter meeting (last Friday in January) , Spring meeting (second Friday
in April) and at other times as deemed necessary by the Board .

B.

Notification of any meeting must be sent to the official delegate of each
member institution at least three weeks prior to the meeting.

C . Program space at the Fall KARPER Conference shall be retained .
D . Business shall be conducted according to Robert's Rules of Order.
E.

Fifty percent of member institutions present shall constitute a quorum.

F.

KORB Chairperson, Louisville Officiating Board Chairperson , KAH PER,
and NAGWS Vice Presidents or their representatives are e xtend ed invitations
to attend KWIC official meetings and workshops .

Conference every two years and distributed at the Fall Conference .

Officers of the Board shall include a President , Vice- President, Secretary,
Treasurer , Delegate-at-Large , Ethics and Eligibility Chairperson,
Tournament Commissioner, Conference Statistician.
Office rs shall be elected by the delegates wi th the exception of the
Treasurer and Statistician.
The Treasur er and Statistician may be any representative of an
institution and are eligible for re-appointment .
All e lected members of the Board are voting members . (Treasurer and
Statistician, non-voting.)

Board members shall be elect ed at the annual Winter meeting by the
delegates.

The current Board shall serve as the nominating committee and shall
entertain nominations from the floor.

Board members, with the exception of the Treasurer and Statistician,

a written resignation to the President.

Vacancies shall be filled by appointment by the President in consulta tion
with the entire Board, subject to approval by the Membership at the next
meeting.

Girl's and Women's Sports of the Association of Intercollegiate Athletics

The Board shall prepare the agenda and make r ecommendation s for
meetings of the Conference.

The Board shall be empowered to conduct the business of the Confe rence
between meetings.
The Board shall make administrative decisions requiring immediate action.
The Board shall administer the funds of the Conference.

The Board shall not make assessments without approval of the Memb er ship.

The Board shall determine state championship sites.

Shall coordinate the development of guidelines for state tournaments.
Shall receive Affidavits of Eligibility from each school at the
beginning of each sports season and keep them on file.
Shall forward copies of Affidavits of Eligibility to tournament
directors one week prior to Conference Championships.

SECTION C

The Kentucky Women's Intercollegiate conference shall follow the philosophy
and standards for women's sports as published by the Association of Intercollegiate Athletics for Women, unless otherwise indicated in this document.
II.

CONFERENCE STANDARDS FOR INTERCOLLEGIATE SPORTS EVENTS
A.

AIAW /NAGWS rules shall be followed in the conduct of women's intercollegiate
athletic events.

B . General eligibility
1.

Affidavits of eligibility and a copy of season schedule must be filed
with the Tournament Commissioner prior to first competition. The
official KWIC Affidavit of Eligibility is the state tournament qualifying
copy of the AIA W Affidavit of Eligibility.

Schools with co-ed teams , or with women on men's teams who are
potential participants in KWIC, Region II, and/or AIAW tournaments
shall file official Affidavits of Eligibility. They shall also file a Coach's
Report with the Statistician.

Unless otherwise indicated, AIAW regulations pertaining to eligibility
of student-athletes shall be in effect.

KWIC does not define Club Sport; however, any team competing in a
KWIC tournament shall file an official affidavit of eligibility with the

Administration of the Intercollegiate Athletic Program
1.

It is recommended that the women's physical education department of
member institutions or a sanctioned administrative unit be responsible
for the conduct of the women's intercollegiate athletic program .

2.

It is recommended that a joint faculty-student committee be established
in member institutions to advise on policy to direct the women's
intercollegiate athletic program on matters such as long range planning,
budgeting, and other items pertinent to the program.

3.

It is recommended that the women's physical education department, or
an administratively sanctioned equivalent, of member institutions be
assigned the responsibility for scheduling of events , mailing confirmations,
and performing other sanctions.

4.

In order to plan for the efficient administration of an event, NAGWS
Sports Guides or equivalent official sets of rules and regulations should
be studied carefully , especially in regard to tournament or meet
regulations , techniques of officiating and contest rules.

5.

Conference institutions must use a KWIC Confirmation form for all
competitive sports events for women .

Coaches and officials
1.

An individual with faculty status or administrative sanction shall coach
or advise the women's intercollegiate athletic teams .

2.

Rated NAGWS or KWIC Collegiate officials shall be used for women' s
volleyball and basketball intercollegiate competition. When rated NAGWS
or Collegiate officials are not used, the game shall be forfeited . The
team to forfeit shall be the one which fails to provide the rated official
when they have agreed to provide one or both officials.

Awards shall be of such a nature that they are valued by the recipients

D . · The Delegate-at-Large shall be informed by any school who competes in a
national AIAW event .
In those Region II tournaments where officials are to be provided by each
state, the Officials Coordinator shall select the representatives.

F . Expenses for the officials selected shall be borne by the institutions
participating, in accordance with specific tournament guidelines .
G. The Conference shall make payment to the officials for their expenses and
in turn shall be reimbursed by the institutions participating.

VIOLATION OF OPERATING CODE

A. Procedure for reporting a violation of the Operating Code not specifically
outlined in Secion D of the Handbook.

Notice of violation must be submitted in writing by the offended
institution or Conference officer to the President along with supportive
material; registered mail service to be used.

The above notice must be signed by the Voting Delegate of offended
institution or Conference officer .

B. The President in conjunction with the Board shall:

institution as to the nature of the alleged violation .

2 . Allow 30 days for a reply on a refute by the charged institution . The

D. In the event of loss of active KWIC membership a request for a re-instatement
in the Conference must be filed with the Secretary by the Voting Delegate
following correction of the violation. A statement of rationale for
re-instatement must accompany the request. The final decision for
re-instatement rests with the Board. A majority vote by the Board is
necessary for re-instatement .

Final decisions regarding protests shall rest with the Board.

To insure maximum objectivity any member of the Board whose school is
involved shall not sit with the Board during such a case . The President
shall appoint a temporary replacement from the Voting Delegates.

POLICIES AND PROCEDURES REGARDING SPORT AREAS

A. Any suggested exceptions to the foregoing policies and procedures as
outlined in the Operating Code shall be discussed and agreed upon by
the coaches of each sport. Such exceptions shall be forwarded to the Board
for presentation to the Membership for final adoption.
B . Copies of minutes of any coaches meetings shall be forwarded to the
Conference Secretary within ten (10) days . The minutes shall be included
in the official Conference minutes. Minutes shall be distributed to all
coaches in that sport by the Sport Chairperson.
C . Coaches may discuss and make recommendations to the Board on any matters
pertinent to Conference operation.

Misrepresentation of Region II and / or AIAW membership to KWIC.
Penalty: $50 fine. Payable by first KWIC tournament contest or event, or
loss of tournament eligibility in that sport for the year. Institution must
correct membership immediately or tournament ineligibility will be declared
for all remaining KWIC Tournaments that year .

B. Failure to pay outstanding bills due KWIC.

Penalty: $25 fine. Institution has ten (10) working days after notification
to submit affidavit of eligibility and pay fine. Failure to do so constitutes
a violation of the operating code. (See Violation of Operating Code)

prior to the beginning of the sport season (final competition) .

refers to guarantees , gate receipts, etc. Revenue instead will be diverted
to Conference Treasurer.

A . After notification an institution has ten (10) working days from postmark
to rectify the situation and/or pay fine, unless an earlier specific deadline
date is indicated in the penalty .
B. All fines or monetary retribution payable to KWIC Treasurer via registered
mail .
C . Where applicable the Treasurer will execute the payment of fines to the
appropriate offended institution .
D.

In the case where a fine must be payed at a State Tournament in order to
be eligible, the fine, payable to KWIC Treasurer , may be given to the
tournament director prior to the first tournament contest.

E.

Failure to rectify the situation with established procedure results in los s
of eligibility for specific tournament or results in violation of the operating
code whichever is applicable. (See Violation of Operating Code: Section C,

STRUCTURE OF CHAMPIONSHIPS

A. A single conference tournament may be held in a sport , or separate
tournaments, based upon divisional status, may be conducted.

status is to take effect.

Petitioning institution shall meet all requirements of said sport's
tournament guidelines for the n ew division.

ELIGIBILITY

A. An institution wishing to enter a KWIC championship must be a member of

C . An Official Entry Form must be received by the tournament director no
later than the deadline date specified in the Tournament Guidelines. A
v e rbal commitment to enter the tournament will be accepted under
e xtenuating circumstances. Such entry will be treated as a late entry ,
however, and as such, is subject to a fine.

State tournaments shall be self-sufficient through entry fees. These shall
pay for officials, awards, social events, and mis cellaneous expenses
(such as tennis balls) associated with the tournament. Maximum expenditure for social events and miscellaneous expenses shall be set each year
by the membership at the Fall Conference.

B . Entry fees shall be pay able to the current KWIC Treasurer.
C . The host institution shall:
1.

Keep an itemized expense account of tournament expenses.

2.

Absorb deficit expenses not covered by entry fees and/ or gate receipts.

D . When admission fees are charged, the host institution shall:

Indicate that admission will be charged when submitting the tournament
bid.

2.

Abide by items A. through C . above.

3.

Keep 60% of the net gain.

4.

Send 40 %of the net gain to the KWIC Treasurer.

E.

Monies from excess entry fees shall be returned to the Conference and used
to defray tournament expenses the following year in all sports on an
equitable basis .

F.

Tournament bills not submitted for payment or reimbursement by July 1
of the academic year in which the tournament was held become the
res ponsibility of the host institution .

RESPONSIBILITIES OF HOSTESS INSTITUTION AND TOURNAMENT MEET DIRECTOR
It is recommended that tournament directors not have simultaneous coaching
responsibilities.

Send entry fees to the Treasurer within one week following the entry
deadline.
Submit bills for payment or reimbursement to the Treasurer.

Retain records of all work done, all forms designed, etc. , and file these,
along with the "Checklist for State Tournament Directors Report" with the
Tournament Commissioner within one month of the end of tournament.

D.

Secure tournament officials. Fee payment schedule shall be in accord with
KORB/KWIC recommendations.
In basketball and volleyball tournaments the tournament director, Tournament
Commissioner, and the Ethics and Eligibility Chairperson shall assign
officials . They shall poll coaches for officials to be assigned Championship
game.

E.

Assign personnel to tournament committees as needed.

F.

Secure all meeting rooms, playing courts, and equipment necessary for
conduct of the tournament .

G. Design and implement plans for tournament publicity.
H.

Assure that medical coverage is provided and that necessary precautions
are taken relative to the physical welfare of each participant. The following
