Expanded interest in intercollegiate athletics in Kent uc ky led to the
appointment of a commi ttee to study the trend. The committee was appointed
by the Chairperson of the Kentucky Divisio n o f Girls and Womens Sports and
met for the first time December 2, 1967 . The purpose was t o develop sta te
guidelines and policies for the d e v elopment of v arsity athletic programs for
college women. Representatives fr om nine institutions attended this first
meeting. One year later a fundamental p recept emerged:

"The Committee feels that there
c an be no justification for interco llegiate competit i on unless it
affo rds t h e participant an opportunity fo r development in all aspects,
not skill alone. Focus should be o n
the development of p layers, not the
building of reco r d s".

The continued growth generated by the Committee led to structural and
name changes.
In 1 970 , the first formal operating code was passed and the
Committee was changed in format to the Kentucky Women's Intercollegiate
Conferenc e,
The first conference tourname n t was c onducted in 1971, KWIC representatives participated in the first AIAW national and r eg ional tournaments initiated
in 1972, By 1981 Conference championships were organized in sev en sports.
KWIC today dedicates itself to sponsoring women's intercollegiate sports
tournaments in Kentucky for its membership.

The name of this organization shall b e the Kentucky Women 's Intercollegiate
Conference (KWIC),

The purpose of the Conference shall be:

The rational upon which the KWIC exists is the advocacy of
women 's intercollegiate sport competition in the Commonwealth
of Kentucky .
It is an athletic conference devoted primarily
to sponsoring competition among member institutions. Because
of this singular interest , requirements for competent leadership suggest and s u pport women in key roles and positions,
both in the Conference and in member institutions.

To establish and promote desirable standards for competitive
experience,
To promote and coordinate opportunities fo r compet ition .

To guide in the planning of competition among member schools .
To direct state tournaments for member institutions.

To provide opportunities for social interaction among players,
coaches, and administrators of member institutions.

GOVERNING AUTHORITIES
A.

The Conference shall be governed by an Executive Board and a Delegate
Assembly~ which bodies shall act within the framework of the operating
code.

B,

The composition of these governing bodies, the qualifications, and the
method of selection of their members, and their respective powers of
duties shall be set forth in the handbook .

Any co llege, university, junior/community college within the
Commonwealth of Kentucky which is an accredited institution of
higher learning and which sponsors an intercollegiate athletic
program for women is eligib le to apply for membership.

Completion of a signed KWIC membership application form and
payment of assessed dues shall constitute active membership.

Signed KWIC membership application form due to KWIC by May 1.
Privileges of active membership are:
a.

Voting.
Each member institution shall be entitled to one
vote in all Conference matters:
1. at all Conference meetings
2. on all mail votes of the entire membership
3.
at coaches meeting
Participation in KWIC championships
Eligibility of personnel from member institutions for
ele c ted or appointed positions.
Two copies of the Handboo k
Newsletters and i nformation materials
KWIC Directory
Other services determined by the membership

MEETINGS
A.

The conference meets annua lly on the first Wednesday in April and at

{Treasurer,

Board members shal l be elected at the Spring meeting by the delegates.
The c urrent Board shal l serve as the nominating committee and shall
entertain nominations f rom the floor.
Board members, with the exception of the Treasurer, Statistician,
and Off icials Coordinator shall be elected for a two (2) year term.
The Treasurer, Statistician, and Off icials Coordinator shall be
appointed by the President and shall serve a three (3) year term.

The Kentucky Women's Intercollegiate Co nference shall follow the philosophy
and standards for women ' s sports as publish ed by the National Assoc iation for
Girls and Women in Sports , unless otherwise indic ated in this document.

CONFERENCE STANDARDS FOR INTERCOLLEGIATE SPORTS
A.

General eligibility -- Eligibility will be determined by the institut i o n ,
provided c riteria include: a. full-time student, b , undergraduate status,
c. not more than four ( 4) y ears p a r ticipation in collegiate play in the
specific sport.

B,

KWIC does not define Club Sport , but rather allows its member institutions
to do so, Club teams are eligible to enter championships, provided
student-athlete eligibility cri teria are met (s ee statement above).

c.

KWIC supports the screening of student athletes for physical liabi l ities
which would prevent their fu ll part i c ipation in interco llegiate athletic s .

It is recommended that a jo int faculty - student committee b e estab lished
in member institutions to advise on poli cy to direct the women's
interco llegiate athletic program on matte rs such as long range
planning, budgeting, and other items pertinent to the program •

An individual with faculty status or administrative sanction should
coach or advise the women's intercollegiate athletic teams.

Coaches may discuss and make recommendations to the Board on any
matters pertinent to Conference operation .
Copies of minutes of any coaches meetings, held in addition to the
annual Conference meeting, shall be forwarded to the Conference
Secretary within ten (10) days. The minutes shall be included in
the official Conference minutes , Minutes shall be distributed to
all coaches in that sport,
Rated officials in good standing , shall be used in the following
intercollegiate athletic events. KWIC recognizes the following

The KWIC supports and encourages the availability of qualified
athletic training services by each institution.
Athletic Trainers must be licensed by the Kentucky Bo ard of Medical
Licensure (K.R.S. 311.914). Athletic Trainers certified by the
National Athletic Trainers Association may be licensed in Kentucky
reciprocally .
Athletes rightfully assume that those who are responsible for the
conduct of sport have taken reasonable precautions to minimize the
risk of significant injury, Therefore, each scheduled post-season
session or contest should provide the following:
a.

The presence or immediate availability of a person qualified
and delegated to render emergency care to a stricken participant .

b.

Planned access to a physician by phone or nearby presence for
prompt medical eva luation of the situation, when warranted,

Awards shall b e of such a nature that they are valued by the recipients
as re cognition of achievement rather than for their extrinsi c v alue .
Participants who compete in a KWIC tournament shall receive a
Certificate of Participation wi th the certificates of the f irst
and second place finishers so indicated.
In tournaments involving fou r to seven teams a first and second place
trophy shall be awarded.
Tournaments with eight teams shall Kward
first, second and third plac e trophies.

The Tournament Commis sioner wi ll be responsible for securing team
awards. All-Tournament team awards , and other Championship awards
as directed by the Membership or Board.

Failure to pay o utstanding bills due KW I C by October 1 .

Penalty: Failure to pay outstanding bi lls due KWIC by Oc t o ber 1 will result
in ineligibility to enter any KWIC Championship f o r that y ear.

within ten (1 0) days of t he decision. The Vice-President shall submit the
request and recommendations to the KW I C Board at its next meeting . The
decision of the KWI C Board shall be final.
II.

SEASONAL COMPETITION VI OLATION

Failure to submit Coaches Report to the Conference Statistician by Ju l y 1.
Penalty: $25 fine .
Institution has ten wo rking days after notifications
to submit Coaches Report and pay fine . Failure to do so constitutes a
violation of the operating code (S pring 1975).
(See Code: Section C, No. III) .

Note:
Statistic ian should return all incomplete Coaches Reports t o the
voting delegate of the institution that submitted the report. The statistician
should inform the voting de legate of the institution that if the report is
not complete within ten ( 1 0) days of the notice that the fine for not filing
a coaching report will b e levie d o n t he institu tio n.
III.

KWIC CHAMPI ONSHIPS VIOLATION
A.

Failure to submit entry form by deadline date.

Penalty:
$ 25 fine payable by first tournament contest or e ve nt. Failure
to make payment constitutes loss of tournament eligibility in that sport
that year.
B.

Failure to submit entry f ee o r Affidavit o( Eligibility before first
event of tournament.

C.

Entering and playing i n eligible athlete(s) .

Penalty: Forfeiture of any previous tournament games or e v ents in
which the athlete participated and immediate tournament ineligibility
for that team t h at year. Loss o f any revenue resulting from the
institution's participation. Revenue will be diverted to Conference
Treasurer.

PROCEDURES F OR REPORTING AND NOTIFYI NG OF RULE INFRACTI ONS

The offended institution o r Conference Officer must report in writing
to the President of KWIC within ten (10 ) days explaining the situation
and violation.

B.

The President shall notify the institution of the official ruling and
the KWIC Treasurer if a fine is inv olved.
APPEALS PROCESS: Appeals o n rulings shall be filed with the Vice-President
within ten (10) days of the decision. The Vice-President shall submit the
request and recommendation to the KWIC Board at its next meeting. The
decision of the KWIC Board shall be final .

V.

PROCEDURES FOR COMPLYING WITH RULINGS
A.

After notification an institution has ten ( 10 ) working days from postmark
to rectify the situation and/ or pay fine, u n less an earlier specific
deadline date is indicated in the penalty.

B.

All fines or monetary retribution shall be ma de payable to KWIC Treasurer
via registered mail.

C.

Where applicable, the Treasurer will seek payment of fines to the
appropriate offended institution.

D.

In the case where a fine must be payed at a State Tournament in order to
be eligible, the fine, payable to KWIC Treasurer, may be given to the
tournament director prior to the first tournament contest.

E.

Failure to rectify the situation with established procedure results in
loss of eligibility for specific tournament or results in violation of
the operating code whichever is applicable.

Code: Section C, No. III).

or less will be classified SMALL COLLEGE; institutions with greater
than 1,500 fulltime female under-graduate students, LARGE COLLEGE.

Participation in tournaments will be limited to member institutions.
Only one team per institution ma y be entered in a given tournament.

D.

Tournament guidelines will be d e v ised by the Sport Committees and
forwarded to the Executi v e Board for approval .

E.

Sport Committees will be composed of all coaches in the sport.
Conunittees by division will be established when necessary,

ELIGIBILITY F OR CHAMPIONSHIPS
A.

Institutional Eligibility - - An institution wishing to enter a KWI C
championship must be a member o f the KWIC in good standing. The
Tournament Commissioner will v erify this eli g ibility each membership
year with the President after deadline date fo r dues .

B.

Student- Athlete Eligibility -- An Affidavit of Eligibility must be
filed with the tournament director at the same time the entry form
is filed,
(See Sec tion G., Forms)
Eligibility will be determined by the institution, provided criteria
include: a,
full-time student, b . undergraduate status, c. not
more than four (4) y ears p articipation in cpllegiate play in the
specific sport,

An Official Entry Form must be received by the tournament director no
later than the deadline date specified in the Tournament Guidelines.
A verbal commitment to enter t h e tournament will be accepted under
extenuating circumstances. Such entry will be treated as a late entry,
and as such, is subject to a fine .

RESPONSIBILITIES OF HOST INSTITUTI ON AND TOURNAMENT DIRECTOR

(It is recommended that t ournament di re c tors not h a v e simultaneous coaching
responsibilities) .

To work c losely with Tournament Commissioner to see that guidelines are
followed ,

To keep an itemized tournament expense report and file a KWIC Tournament
Financial Report form with the Tournament Commissio ner (Sect ion G, F o rms )
within one month of the t o urnament,

OFFICIALS

ARBITRATION COMMITTEES

The Tournament Commissioner, the tournament di rector, the Director of

by the Tournament director) shall make up the Arbitration Committee for
all Conference Championships.

The Committee shall make all d e cis ions throughou t the d uration of the
tournament, except in those sports in which the off ical rules spec ify
the method of arbitra tion,

As ethical considerations, these are not enforceable rules, but rather are a guide
for identifying conduct which promotes integrity in sport.
The following were taken from the AIAW Code of Ethics, approved 1974.

Respect each player as a special individual with unique needs, experience,
and characteristics and develop this understanding and respect among the
players.
Have pride in being a good example of a coach in appearance , conduct,
language, and teach the players the importance of these standards.
Demonstrate and instill in p layers a respect for and courtesy toward
opposing players, coaches, and officials.
Express appreciation to the officials for their contribution and appropriately
address officials regarding rule interpretations of officiating techniques.
Respect their integrity and judgement.
Exhibit and develop in one's players the ability to accept defeat or victory
gracefully without undue emotionalism.
Teach players to play within the spirit of t he game and the letter of the rules.
Develop understanding among players, stressing a spirit of team play. Encourage
qualities of self-discipline, cooperation, self-confidence, leadership, courtesy,
honesty, initiative and fair play .
Provide for the welfare of the players by:
a. Scheduling appropriate practice periods.
b. Providing safe transportation.
c. Scheduling appropriate number of practice and league games.
d. Providing safe playing areas.
e. Using good judgement before playing injured, fatigued, or emotionally upse~
players.
f. Providing proper medical care and treatment.
Use consistent and fair criteria in judging players and establishi~g standards
for them.
Treat players with respect, equality, and courtesy.
Direct constructive criticism toward players in a positive , objective manner.
Compliment players honestly and avoid exploiting them for self-glory .
Emphasize the ideals of sportsmanship and fair play ir. all competitive situations.
Maintain an uncompromising adherence to standards, rules, eligibility, conduct,
etiquette, and attendance requirements. Teach pla yers to understand these
principles and adhere to them also.

for highly skilled women who have come to the institution for l:oth educational
and athletic opportunities. The primary goal of the student athlete should be
her education. Athletics are a part of that education. As one recruits a
student athlete, - the best interests of the prospective student athlete must be
considered rather than the desires of a particular athletic program.

Become familiar and knowledgeable of the guidelines, rules and regulations
established by the· national association to which the school belongs in
regard to legal recruitment of athletes.

Maintain an uncompromising adherence to standards, rules, eligibility, conduct,
etiquette, and attendance requirements as established by these in recruiting
guidelines .

3.

Treat recruits, parents, coaches, and all related personnel with respect,
equality, honesty, and courtesy .

4.

Respect each recruit as a special individual with un ique needs, characteristics,
and experience and develop this understanding and respect in the recruit.

5.

Exhibit respect for other colleagues, colleges, and universities that may also

One outstanding characteristi c of a p rofession is that its members are
dedicated to rendering service to humanity . Also, they are committed to the
improvement of standards of p erfo rmance , In becoming a member of the athletic
training profession , the individual assumes obligations and responsibilities
to conduct himself/herself in accordance with its ideals and standards . These
are set forth in the Constitution and By-Laws and are emphasized in the CODE
OF ETHICS. Any athletic trainer who does not feel that he/ she can or does
not deem it necessary to comply with the principles set forth in the CODE
should have no place in this profession .
The members of the athletic training profession must adhere to the highest
standards of conduct in carrying out their significant roles in athletic programs at all levels .
It is for this reason that the Board of Directors of the
National Athletic Trainers' Association , Inc . has continually revised the CODE
which has been in effect since June, 1957 .
In approving the CODE , the Board of Directors recognizes and believes that
unless the standards and principles that are set forth in this document are
accepted in good faith and followed sincerely , it will not be effective in
continuing to improve the contributions of the p rofession and its members to
athletics and sports medicine.
Ethics is generally considered as conduct in keeping with moral duty and
making the right actions relative to ideal principles . Let it be understood
that all members of the National Athletic Trainers ' Association, Inc . will
understand and apply the principles set forth in this CODE and make every effort
to do the right thing at the right time to the best of their ability and judgement .
PURPOSE

The purpose of this CODE is to clarify the ethical and approved professional
practices as distinguished from those that might prove harmful or detrimental
and to instill into the members of the Association the value and importance of
the athletic trainers' role .

Article I

The essential basic principles of t his CODE are Honesty , Integrity and
Loyalty. Athletic trainers who refle c t these characteristics will be a credit
to the Association , the institution they represent and to themselves.
When a person becomes a member of this Association he/she assumes certain
obligations and responsibilities . A trainer whose conduct is not in accordance
with the p r inciples set forth in the following sections shall be considered in
violation of the CODE .
1.

Athletics in General - An athletic trainer shall show no discrimination
in his/her efforts while performing his/her duties .

2.

Drugs - The membership of the National Athle t ic Trainers ' Associat i on,
I nc . does not condone the unauthorized and/or non- therapeutic use of
dru gs. The Association recognizes that the best and safest program is
compr i sed of good conditioning and athletic training principles.

3.

Testimonia l s and Endorsements - In any endorsement in which t he trainer ' s
name and/ or reference to the athletic training professi on is i ncluded,
the wording and illustration , including any implications of the endorsement shall be such that no discredit to the training profession may be
construed .
(Any endorsement that is not in keeping wit h the highest
principles and standards of the athleti c training professi o n shall be
considered unethical.)
The NATA , Inc . name, logo , trademark and/or
insigni a may not be used in any testimonials and/or endorsement service
produc t s, programs , publications and fac i lities by indi vidual members
or groups of members of the Association.

4.

Sportsmanship - Members of this Association shal l not condone , engage
in or defend unsportsman- like practices.

5.

Fe llow Trainers - Any trai ner who by his/her conduct or comments ,
publ i cly discredits or lowers the dignity of members of the profession
is guilty of breach of ethics .

6.

Membership - It is unethical for a member to sponsor a candidate for
membership in the National Atheltic Trainers ' Association , Inc. who
does not know the candidate and his/her qualifications .

7.

Misrepresenta t ion - It is unethica l for a member to misrepresent his / her
membership status and/o r classification .
Article II
Educational Preparation

Certification

Any certifi ed member of this Association must be cons i dered an educat or if
he/ she i s i nvolved with the professiona l preparation of student s pursuing National
Athletic Trainers' Associ ation , Inc . Certi fication through any of t he approved
certifi cation routes .

�Selection of Students - The athletic trainer-educator is responsible
for selection of students for admission into a professional preparation
program and must ins u re that polic ies are non-discriminatory with respect to race, color, sex, or national origin.

3.

Publication and Representation - Publication and representation of the
professional preparation program by the athletic trainer-educator must
accurately reflect the program offered.

4.

Evaluation of Students - Evaluation of student achievement by the
athletic trainer- educator must be done in a prudent manner.

5.

Recommendation for Certification - It is unethical for a member to
knowingly recommend a candidate for the national certification examination who has not fulfilled all eligibility requirements as specified
by the Board of Certification.

6.

Confidentiality of National Certification Examination - It is unethical
for any member to reproduce in written form or reveal in any other
manner , any part of the written or oral- practical examination for the
purpose of aiding certification candidates in passing the examination.

Reporting of Unethical Conduct - Any member of the Association who
becomes aware of conduct that he/she considers unethical and that
he/she believes warrants investigation , shall report the incident(s)
in writing to the President and the Executive Director of the Association , who will in turn initiate investigation through the Ethics
Committee . He / she shall include in the communication all pertinent
data.

2.

Inves t igation and Action - In accordance with the By- Laws of the
Association , the Ethics Committee investigates reported incidents of
unethical conduct and if, in the judgment of a majority of the committee
members , it finds that the accused person has violated the National
Athletic Trainers ' Association , Inc. CODE OF ETHICS, it communicates
i t s decision to the accused and to the Board of Directors in writing
and recommends to the Board one of the following disciplinary actions :
1 . Letter of Censure
Copies to immediate supervisor and District Director.
2. Period of Probation:
(This shall be determined by the Board of
Directors.)
During the period of probation the member shall not
be eligible for any of the following:
a . Hold an office at any level in the Association .
b. Represent NATA, Inc . in the capaci ty of liaison with another
organization.

in order to establish staggered terms for the Board of Directors.

At the initial

meeting, which will be held on April 10, 1981, seven (7) directors shall be elected.
After their election, the membership shall determine which of them shall serve for a
one (1) year term and which shall serve for a t....u (2) year term.
4.

Powers.

The business and affairs of the corporation shall be managed by its

Board of Directors.
5.

Regular Meetings.

Regular meetings of the Board of Directors shall be held,

without other notice than this bylaw, three (3) times each year prior to the Membership meeting specified in paragraph 1 above.

The Board of Directors may provide, by

resolution, a time and place, within the Commonwealth of Kentucky, for the holding

of additional regular meetings without other notice than such resolution .
6.

Special Meetings.

Special meetings of the Boa rd of Directors may be called oy ,

or at the request of, the President of the Board of ~irectors.

The person authorized

to call a special meeting of the Board of Directors may fix any place for holding sue~
special meeting of the Board of Qirectors.
7.

Notice.

Notice of any regular meeting of the Board of Directors nay be &lt;;-ive n

in any manner determined by the Board of Directors.

Written notice of any special

meetings of the Board of Directors shall be given to all directors at least t~n (10)
days prior to the day named for the meeting, which notice shall be mailed to said
director at the address appearing on the· books of the corporation.

Any director may

waive notice of any meeting, and the attendance of a director at a meeting shall
constitute a waiver of notice of such meeting, except where a director attends a
meeting for the express purpose of objecting to the transaction of any business

because the meeting was not lawfully called or convened.

The Treasurer shall disburse the

funds of the corporation in payment of the just demands against said corporation or as
may be ordered by the Board of Directo rs, taking proper vouchers for such disbursements,
and shall render to the Board of Directors from time to time as may be required o f
him/her an account of all of the actions as Treasurer and of the financial position
of the corporation.

He/she shall perform all duties incident to the office or which

are properly required by the Board of. Directors.

He/she shall also be responsible

in the same manner to the President of said corporation.

The Treasurer shall also

have such other duties and powers as may be prescribed by the Board of Directors.

ARTICLE VII
Compensation of
Officers and Directors

The officers and directors of Kentucky Women's Intercollegiate Conference, Inc .
shall receive no compensation for their duties as offi cers or directors unless
approved by the majority of the Membership.

ARTICLE VIII
Funds, Checks, Notes, Etc.

The funds of the corporation shall be deposited in such banks or trust companies
as the directors shall designate.

All checks and drafts on the corporation's banking

accounts and all bills of exchange, promissory notes and all acceptances, obligations
and other instruments for the payment of money shall be signed by such officer or
officers, agent or agents, as shall be thereunto duly authorized from time to time
by the Board of Directors of the corporation .

The corporate seal of this corporation shall be circular with the words
"Kentucky Women's Intercollegiate Conference, Inc., Commonwealth of Kentucky" surrounding the word "Seal".

ARTICLE X
Profits

Kentucky Women's Intercollegiate Conference, Inc. shall be a non -profit corpora tion.

All profits accruing from its operations sha ll be expended in the furtherance

of the goals of the corporation as set out in the Articles of Incorporation, in
accordance with the applicable tax regulations pertaining to non - profit tax~exempt

Officers and directors of the corporation are specifically prohibited

from sharing in the

profits of this corporation at any time.

ARTICLE XI
Reversion of Assets

That Martha Mullins, AC128, Eastern Kentucky University, Richmond, Kentucky
40475, does hereby form a charitable corporation under the provisions of Chap ter
273 of the Kentucky Revised Statutes.
ARTICLE I.

The name of the corporation is:

ARTICLE II.
ARTICLE III.

Kentucky Women's Intercollegiate

Its duration shall be perpetual.

The corporation is organized at this time for the purpose of

advocacy of ....umen's intercollegiate sport competition in the Commonwealth of Kentucky.

It is to be an athletic conference devoted primarily to governing competition among
member institutions.

The corporation may engage in any lawful business which may be

transacted by a corporation under KRS Chapter 273, but in no event may it engage in
or be used for other than charitable, religious, educational and scientific purposes
including for such purposes the making of distributions to organizations that qualify
as exempt organizations under Section SOl(c) (3) of Internal Revenue Code of 1954.
ARTICLE IV.

No part of the net earnings of the corporation shall inure to the

benefit of, or be distributed to, its members, trustees, officers or other private
persons, except that the corporation shall be authorized and empo•,iered to pay reasonable
compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article III hereof.

No substantial part of the

activities of the corporation shall be the carrying on of propaganda or otherwise
attempting to influence legislation

Upon the dissolution of the corporation, the Board of Directors shall,

after paying or making provision for the payment of all of the assets of the corporation in such manner, or to such organization o r organizations

at the time qualify as an exempt organization or organizations under Section 50l(c)
