SECTION A

Expanded interest in intercollegiate athletics in Kentucky
led to the appointment of a committee to study the trend. The
committee was appointed by the Chairperson of the Kentucky
Division of Girls and Women's Sports and met for the first time
December 2, 1967. The purpose was to develop state guidelines
and policies for the development of varsity athletic programs for
college women. Representatives from nine institutions attended
this first meeting. One year later a fundamental precept
emerged:
"The Committee feels that there
can be no justification for intercollegiate competition unless it
affords the participant an opportunity for development in all aspects,
not skill alone. Focus should be on
the development of players, not the
building of records."

The continued growth generated by the Committee led to
structural and name changes. In 1970, the first formal operating
code was passed and the Committee was changed in format to the
Kentucky Women's Intercollegiate Conference.
The first conference tournament was conducted in 1971. KWIC
representatives participated in the first AIAW national and
regional tournaments initiated in 1972. By 1981, Conference
championsh~ps were organized in seven sports.
With the growth of women's intercollegiate athletics and the
sponsorship of championships through NCAA, NAIA, and NJCAA
affiliated conferences, the KWIC underwent a change in focus and
name in 1996. Re-named the Kentucky Women's Intercollegiate
Consortium, the KWIC continues to dedicate itself to sponsoring
women's intercollegiate sports tournaments in Kentucky, as well
as serve as a vehicle for the networking, mentorship, and
promotion of women's athletics in the Commonwealth.

SECTION B

The name of this organization shall be the Kentucky Women's
Inter~ollegiate Consortium (KWIC).
II. MISSION

The rationale upon which the KWIC exists is the
advocacy of women's intercollegiate sport
competition in the Commonwealth of Kentucky . A
further mission of the KWIC is to provide a
professional affiliation for women primarily involved
in physical education and athletics at the
collegiate level in Kentucky.
III . PURPOSE

The purpose of the Consortium shall be:

A. To establish and promote desirable standards for
competitive experience .
B. To promote and coordinate opportunities for competition .
C. To promote opportunities for professional development and
networking among women presently and previously involved
in intercollegiate athletics, physical education, and/or
recreation in Kentucky.
D. To provide opportunities for mentorship among women in
intercollegiate athletics in Kentucky.
III . GOVERNING AUTHORITIES

A. The Consortium shall be governed by an Executive Board
and a Delegate Assembly.
B. The composition of these governing bodies, the
qualifications and method of selection of their members ,
and their respective powers and duties shall be set forth
in the handbook .
IV. MEMBERSHIP

A. Institutional Membership

accredited institution of higher learning and which
sponsors an intercollegiate athletic program for
women is eligible to apply for institutional
membership.

2. Completion of a signed KWIC membership application
form and payment of assessed dues shall constitute
active membership.

3. A signed KWIC membership application form is due to
the KWIC by September 15.
4. Privileges of active institutional membership are:
a. Voting. Each member institution shall be
entitled to one vote in all Consortium matters:
1. at all Consortium meetings
2. on all mail votes
3. at coaches' meetings
b. Participation in KWIC Championships
c. Eligibility of personnel from member
institutions for elected or appointed
positions.
d. Two copies of the Handbook
e. Newsletters and informational materials
f. KWIC Directory
g. Other services determined by the membership

B. Professional Membership

1. Professional Membership shall be open to any
individual affiliated with an accredited college,
university, or junior/community college in the
Commonwealth of Kentucky.
2. Completion of a KWIC membership application form and
payment of professional dues shall constitute active
membership.

3. Privileges of active professional membership are:
a. Eligibility for elected or appointed positions.
b. Participation of affiliated institution in KWIC
championships, subject to institutional
requirements for participation. (See Section C,
Operating Code)
c. One copy of the Handbook
d. Newsletters and informational materials
e. KWIC Directory
f. Attendance at all KWIC functions

2. Subscription members shall be entitled to the

1. Annual dues shall be payable to the KWIC Treasurer by

2. Dues shall be set annually by May 1 to become effective
the following school year .
VI. VOTING PRIVILEGES

A. Each institutional member represented at meetings shall
be entitled to one voting delegate. The delegate shall
register with the Consortium Secretary prior to the Call
to Order .
B. When several representatives are present from one
institutional member, t hey may caucus and the delegate
shall cast one ballot .
C. Absentee ballots shall be permitted if filed with the
Consortium President at least three days prior to the
meeting.
VII. MEETINGS

A. The Consortium meets annually on the first Wednesday in
April. The Executive Board meets annually on the third
Wednesday in October, the third Wednesday in January, and
the first Wednesday in April.
B. Notification of any meeting will be sent to the official
delegate of each institutional member and to each
professional and subscription member at least three weeks
prior to the meeting.
C. Business shall be conducted according to the most current
Robert's Rules of Order.
D. Fifty percent of institutional members present shall
constitute a quorum. If an institutional quorum is not
present, a quorem of the Executive Board (50%) shall be
authorized to enact legislation.

A. Members shall be notified immediately of all approved
changes and additions to the operating code by virtue of
official minutes of the Board and/or Consortium meetings.
B. Handbook revisions will be distributed as needed.
IX. EFFECTIVE DATES OF LEGISLATION
Unless otherwise stipulated in official action:
A. Board actions become effective immediately.

B. Annual meeting actions become effective the following
academic year.
X. THE EXECUTIVE BOARD
A. Board Members

1. Officers of the Board shall include a President,
Vice-President for Championships, Vice-President for
Professional Development, Secretary, Treasurer,
Public Relations Chair, and Statistician/Archivist.
Past Presidents become ex officio members of the
Board.
2. The Office of President shall be held by a person
whose institution is an active member of the
Consortium.

3. Other elected and appointed offices may be held by
anyone who is either an active professional member
or is affiliated with an active institutional
member.
4. The nominees for the offices of President, VicePresidents, and Secretary shall be selected by the
Board and elected by the delegates.

5. The offices of Treasurer, Public Relations Chair,
and Statistician/Archivist shall be appointed by the
Board and are eligible for re-appointment.
6. All members of the Board are voting members.

B. Election and Term of Office

1. Board members shall be . elected at the Spring meeting
by the delegates (if a quorum is present).

2. The current Board shall serve as the nominating
committee and shall entertain nominations from the
floor.
3. Board members, with the exception of the Treasurer,
Public Relations Chair, and Statistician/Archivist,
shall be elected for a two (2) year term. The ·
Treasurer, Public Relations Chair, and Statistician
shall be appointed by the President and shall serve
a three (3) year term.
a. The President and the Secretary shall be
elected in the odd year.
b. The Vice-President for Championships and the
Vice-President for Professional Development
shall be elected in the even year.
4. The term of office begins immediately following the
Spring meeting and continues for two (2) or three
(3) years.

5. Any Board member unable to complete the term of
office shall submi t a written resignation to the
President.
6. Any officer, elected or appointed, may serve
successive terms.

C. Vacancies

Vacancies shall be filled by appointment by the
President in consultation with the Board. The term of
the appointment shall terminate when the term of office
would expire.

D. Responsibilities of Board

1. The Board shall act as the governing body of the
Consortium.
2. The Board shall prepare the agenda and make
recommendations for meetings of the Consortium.
3. The Board shall oversee the conduct of business
of the Consortium between meetings.
4. The Board shall make administrative decisions
requiring immediate action.

5. The Board shall develop statements of policy and/or
procedure to be approved by the membership. The
Board will be responsible for placement of adopted
policy and/or procedure in the Handbook.

7. The Board shall determine tournament sites.

E. Responsibilities of the Board Officers
1. The President shall:

a. preside at Consort ium meetings and at Board
meetings.
b . call Board meetings when deemed necessary.
c. appoint Committees and Chairpersons.
d. make appointments for any Board vacancies.
e. see that Consor t ium business is conducted
according to Consortium policy and procedure.
f. keep membership informed of business conducted
at official meetings .
g. with the a s sistance of the Board, conduct
Consortium business between meetings.
h . serve as a clearinghouse for legal developments
regarding women 's athletics and provide a
report to the membership at least annually.

3 . The Vice-President f or Championships shall:
a. assist the President when called upon.
b. coordinate the development of guidelines for
championships and distribute approved copies to
institutional members (and professional members
as requested ) .
c. be available for consultation with the
tournament director throughout the duration of
each KWIC tournament.
d. receive from tournament director ' s reports of
results, evaluations, and the Tournament
Financial Report form within 45 days of the
championship.
e . be responsible for securing tournament awards.
f. receive bids for sites for state tournaments.

2. The Vice-President for Professional Development
shall :
a. assume the duties and responsibilities of the
President in the absence of the President.
b. promote networking and mentorship opportunities
for women in Kentucky intercollegiate
athletics.
c . be responsible for the planning of an annual
Founder's Series workshop, seminar, or lecture.
d. be responsible for the planning of an annual
Spring luncheon.

e. with the assistance of the Public Relations
Chair, provide the membership with updates on
events around the state which impact women in
athletics, such as National Girls and Women's
Sports Day, the Women's Sports Foundation
Luncheon, and convocation speakers.

a. distribute copies of the minutes of Consortium
and Board meetings to all KWIC members.
b. keep a record of attendance at Consortium and
Board meetings and retain same for a permanent
file.
c. maintain a current roster of the names,
addresses, and telephone/fax numbers
of all KWIC members, including all athletic
personnel affiliated with KWIC institutional
members.

5. The Treasurer shall:

a. maintain full and complete membership records
for the Consortium.
b. receive and give receipts for monies due and
payable to the Consortium.
c. deposit monies in the name of the Consortium in
a bank selected by the Board.
d. prepare an annual financial report to be
presented and distributed at the Fall Board
meeting.
e. prepare an annual proposed budget to be
presented to the Consortium at the annual
Spring meeting.
f. maintain a supply of Consortium forms and
stationary.
g . receive a copy of each Tournament Report and
Financial Report within 30 days of each
championship.
h. Update and file incorporation/tax forms with
the Kentucky State Treasurer.
i. receive requests for various membership
expenses.

6. The Statistician/Archivist shall:

a. send Coach 's Report forms to coaches who

F. To inform coaches of women's sports and other appropriate
key people at the institution of Consortium

G. To submit monies due Consortium for membership dues,
tournament entry fees, and fines.

SECTION C

A. General eligibility: Eligibility will be determined by
the institution and its affiliated athletic governing
body, provided criteria include:
1. full-time student;
2. undergraduate status;
3. not more than four (4) years intercollegiate
participation in the specific sport.
B. KWIC does not define Club Sport, but rather allows its
member institutions to do so. Club teams are eligible to
enter tournaments, provided student-athlete eligibility
criteria are met (see statement above).
C. Officials for all KWIC tournaments must be certified by
at least one national, regional, or conference governing
body for women's intercollegiate athletics.
D. All KWIC tournaments will be administered according to
the official rules of a sport's certifying agency.
E. The KWIC encourages the availability of qualified
athletic training services at each tournament site.
The KWIC does not assume responsibility for injuries or
accidents which occur during the conduct of tournaments.
F. The KWIC does not assume responsibility for tournament
cancellations.
G. Awards

1. Participants who compete in a KWIC tournament shall
receive a Certificate of Participation with the
certificates of the first and second place finishers
so indicated.
2 . In tournaments involving four to seven teams, a
first and second place trophy shall be awarded.
Tournaments with eight or more teams shall award
first, second, and third place trophies.
3 . Winners of individual events shall receive KWIC
medallions.
4. All-tournament team members, as determined by the
tournament guidelines, shall be awarded a KWIC

SECTION D

Specific KWIC Rule Violations, Procedures, and Penalties
I. FISCAL VIOLATION

Failure to pay outstanding bill due KWIC by October 1.
Penalty: Failure to pay outstanding bill due KWIC by
October 1 will result in inelibility to enter any KWIC
Championship until outstanding bill and $25 fine is paid.
APPEALS PROCESS: Appeals on rulings shall be filed with the
President within ten (10) days of the decision. The
President shall submit the request and recommendations to
the KWIC Board at its next meeting. The decision of the
KWIC Board shall be final.
II. SEASONAL COMPETITION VIOLATION

Failure to submit Coaches Report to the Consortium
Statistician by July 1.
Penalty: $25 fine. Institution will be notified by the
Statistician and if the Coaches Report is not submitted
within ten (10) days, the institution must submit Coaches
Report and pay the fine prior to participation in the next
KWIC tournament.
III. KWIC CHAMPIONSHIP VIOLATIONS

A. Entering and playing ineligible athlete(s).

Penalty: Forfeiture of any previous tournament games or
events in which the athlete participated and immediate
tournament ineligibility for that team that year.
APPEALS PROCESS: Appeals on rulings shall be filed with
the President within ten (10) days of the decision. The
President shall submit the request and recommendation to
the KWIC Board at its next meeting. The decision of the
KWIC Board shall be final.
B. Failure to file Tournament Director's Report and
Tournament Financial Report to Vice-President for
Championships and Treasurer within 45 days following the
tournament.
Penalty: $25 fine. Institution must submit both reports
and pay fine prior to participation in the next KWIC
tournament.

IV. PROCEDURES FOR REPORTING AND NOTIFYING OF RULE INFRACTIONS
The President shall notify the institution of the official
ruling and shall notify the Treasurer if a fine is involved.
APPEALS PROCESS: Appeals on rulings shall be filed with the
President within ten (10) days of the decision. The
President shall submit the request and recommendations to
the KWIC Board at its next meeting . The decision of the
KWIC Board shall be final.
V. PROCEDURES FOR COMPLYING WITH RULINGS

A. After notification an institution has ten (10) working
days from postmark to rectify the situation and/or pay
fine, unless an earlier specific deadline date is
indicated in the penalty.
B. All fines or monetary retribution shall be made payable
to KWIC Treasurer via registered mail.
C. In the case where a fine must be paid at a tournament in
order to be eligible, the fine, payable to KWIC
Treasurer, may be given to the tournament director prior
to the first tournament contest.
D. Failure to rectify the situation with established
procedure results in loss of elibility for specific
tournament.

the President within ten (10) days of the decision. The
President shall submit the request and recommendation to
the KWIC Board at its next meeting. The decision of the
KWIC Board shall be final.
VI . APPEALS PROCESS

A. Appeals on infractions or rulings carrying fines shall be
filed with the President within ten (10) days of the
decision. The President shall submit the request and
recommendat ion to the KWIC Board at its next meeting.
The decision of the KWIC Board shall be final.
B. To insure maximum objectivity, any member of the Board
whose school is involved shall not sit with the Board
during such a case.

SECTION E

To provide competitive opportunities for member institutions
in selected women's intercollegiate sports.
II. RECOMMENDED DATES FOR KWIC CHAMPIONSHIPS

The dates for KWIC tournaments will be set by the Sport
Committees at the April meeting.
III. STRUCTURE OF CHAMPIONSHIPS

A. Tournaments will be conducted where at least four
institutions of the same classification enter.
B. Institutions whose full-time female undergraduate
enrollment is 1,500 or less will be classified SMALL
COLLEGE; institutions with greater than 1,500 full-time
female undergraduate students will be classified LARGE
COLLEGE.
C. Participation in tournaments will be limited to
institutional members and institutions which employ
professional members. Only one team per institution may
be entered in a given tournament.
D. Tournament guidelines devised by the Sport Committees and
approved by the Executive Board shall be used for the
operations of the tournament.

IV. TOURNAMENT FINANCING

A. Tournament expenses will be borne by participating
schools. Entry fees will cover officiating costs and
awards (except first place plaques). Host institutions
are exempt from entry fees, but will underwrite modest
costs of hospitality and other miscellaneous expenses.
In tournaments where expendable supplies are necessary
(i.e., tennis balls, softballs, etc.), entry fees may be
calculated to cover the expenses. Such expenses will be
stipulated in the specific sport's guidelines.

B. Specific sport entry fees shall be set by the Executive
Board (not to exceed $1 25 .00 per team) based on
recommendations of Sport Committees.
C. Entry fees shall be made payable to the KWIC Treasurer
and sent to the tournament director along with the entry
form.
D. The host institution shall :

1. keep an itemized expense account of tournament

2. absorb deficit expenses not covered by entry fees
and/or gate receipts.

E. When admission fees are charged, the host institution

1 . indicate any admission charge in initial mailing
materials.

2. abide by items A through D above.

3. keep 60% of the gain.

4. send 40% of the net gain to the KWIC Treasurer.
These . funds shall be used to defray tournament
expenses as determined by the Board.

F. Tournament bills not submitted for payment or
reimbursement by June 30 of the academic year in which
the tournament was held become the responsibility of the
host institution.
VI . RESPONSIBILITIES OF HOST INSTITUTION AND TOURNAMENT DIRECTOR
(It is recommended that tournament directors not have
simultaneous coaching responsibilities.)
A. The Tournament Director should:

1 . work closely with the Vice-President for Championships
to see that guidelines are followed.
2. keep an itemized tournament expense report and file
a KWIC Tournament Financial Report form with the
Vice-President for Championships and the Treasurer
within 45 days of the tournament.
3. send entry fees to the Treasurer within one week
following the entry deadline .

tournament.

9. assure that athletic training coverage is provided
and that necessary precautions are taken relative to
the physical welfare of each participant. The
following minimal services should be provided:
a. certified trainer present or readily available.
b. ice and ice bags at immediate tournament site.
c. water and cups available during and after
competition.
d. access to table for taping.
e. procedure for handling of emergencies.

B. An arbitration committee, composed of the Vice-President
for Champi onships, the Tournament Director, and a
designated official, shall make decisions as necessary
throughout the tournament, except in those sports in
which the official rules spec ify the method of
arbitration.
C. The Tournament Director should send correspondence and
tournament mailings as outlined below.

President of the corporation shall be the chief executive officer
of the corporation and, subject to the control of the board of
Directors, shall in general supervise and control all the affairs

all contracts and other instruments (except bank drafts) of the

perform all of the duties commonly incident to the off ice, and
shall perform such other duties and have such other powers as the
Membership may designate.
8.

Duties of the Treasurer.

The Treasurer shall have the

custody and be responsible for all funds of the corporation, and
shall

keep

accurate

books

of

account

of

the

corporation's

transactions which shall be the property of the corporation and,
together with all its property in his/her possession,

shall be

subject at all times to the inspection and control of the Board of
Directors.

The

Treasurer

shall

disburse

the

funds

of

the

corporation in payment of the just demands against said corporation
or as may be ordered by the Board of Directors,

taking proper

vouchers for such disbursements, and shall render to the Board of
Directors from time to time as may be required of him/her an
account of all of the actions as Treasurer and of the financial
position of the corporation.

He/she shall perform all duties

incident to the office or which are properly required by the Board
of Directors.

He/she shall also be responsible in the same manner

to the President of said corporation.

The Treasurer shall also

have such other duties and powers as may be prescribed by the Board
of Directors.

Amendment
