August 28, 1974 after receiving the AIAT,f policies and procedu res pertaining
to awarding scholarships and financial aid to women athletes I wrote to Ms •
Elaine Michaelis asking where to secure appropriate AIAW forms for submitting
information on our women receiving scholarships •
September 13, 1974 I wrote a second letter to Ms. Michaelis and was told to
get them from the National Office. The week before Christmas we finally received
one (1) copy from the National Office. The students had departed for vacation as
well as the staff.
The forms have been filled out as they would have been for the beginning of
the school year. Camey Timberlake is a freshman and at the time the scholarship
was awarded she had not completed any hours credit at the University.
If these forms are incorrectly filled out please do not hesitate to let us
know. I regret that I am so late in getting this information to you.

Q. In renewing a student's financial aid, may a school decrease the amount
of aid awarded to the returning student athlete?
A. No. The amount must be the same or greater and may not be less than the
amount received by the student the previous year. Institutions whose source
of funds are not renewed may appeal for approval to decrease the amount of
the award. All students on financial aid for athletes must be affected
equally in any cut-back.

Holding auditions for student athletes who are applying for financial
aid after the end of the high school sport season and prior to a
student's enrollment at a school.

These auditions must be by open invitation and be available to
any student requesting them.

The audition may include participation with players currently
on the college team.

Sponsoring a hospitality booth at a high school eveent (at which the
intercollegiate athletic program is explained and advertised)
as long as the event is open to any prospective student.

(example: State high school tournament).

December, 1974. Will she be eligible to play at MTSU in January, 1976?
Of course, this takes into consideration the fact that the other MTSU
and AIAW eligibility requirements are met .

The Virginia Federation of Intercollegiate Sports for Women is currently
working to set up a state Ethics and Eligibility Committee. As we plan for
this committee, we realize that we need to work with Region II on the selection
of the committee chairperson. Presently the Virginia chairperson is elected
by the region. Our original concept in Virginia was to have the chairperson
elected by the state VFISW .members. Is there a regional policy on this matter?
Is it the thinking of the region that since the Ethics and Eligibility Committee
is to serve the region, it should be elected by the region? Or would it be
possible to have each state elect its own member to serve on the regional
Ethics and Eligibility Committee?
Our planning Committee is to report October 12, on the formation of the
state Ethics and Eligibility Committee so if you could send me any information
on this matter before that time, I would appreciate it very much.

Thank you for your letter of September 24th regarding the E &amp; E
person in Virginia. Currently the E &amp; E committee in Region I I is
composed of one representative from each of the 5 states and a chairman.
The chairman, Bettye Giles at Uni verisi ty of Tennessee - t1artin, is
elected by the region but the·state representatives are determined by each
state. This seems appropriate under our operating code. Bettye and her
committee currently are revising the Region I I Ethics &amp; Eligibility
operating code. Virginia's plan to form its own committee and have the .
chairperson on the Region committee would be most appropriate. Hope this
helps.

Catawba College would like clarif ication on the athletic
eligibil ity of a young lady during the fall quarter of her
senior year.
She is participating in a cooperative program
wi th another institution.
During thi s time she is not technically a student at Catawba College alth ough her room and board
is with Catawba .
She commutes ea c h weekday to Morganton, N. C.
Her registration for the fall qua rter, however, is as a transient
student in the other institution.
Following is the offi cial statement from the college catalog
concerning this program:

Certificat ion in the area of Spec ial EducationMent al Re tardat ion is available through a cooperative
program of study with Appalachian State University.
Catawba College provides all of the requirements for
a B.A. degre e in psychol ogy including the professional
component required for preparation for teachers.
Appalach i an State Univer s ity provides the mental
ret ardation component incl uding me thods and supervis e d i nternship required for "A " certification for
t he State of North Carolina in Special EducationMental Retardation .
Usual l y t h e s tudent will s p end the fall seme s ter
of the senior year a t the Western Carolina Center for
the Ment ally Re t a rded and in the Lenoir, N. C. Public
School Syste m for course work and supervis ed internship . The student then r e turns to Catawba Coll ege for
eight weeks of supe rv i sed teaching i n the winter
quar ter and for additi onal study in the spri ng quarte r
to complete all r equi rements fo r graduation.

The student in question is Miss Sue Ramsey. She is the
first student/athlete t o participate in this new p rogram.
Miss Ramsey meets all other eligibility requi reme nts. She
carried a full academic l oad each quarter las t year and satisfactory passed all work and she will be enrolled for t he
winter and spring quarters to complete requirements for
graduation.
Although Miss Ramsey is the first to be confronte d with
this techn i cality, I am sure there will be others in the
f uture. Th e Athletic Departmen t and College Administr ation
feel that it would be un fair to de ny her or any student t he
opportunity to p a r tic ipate during the se nio r year b ecause of
a s elected course of st udy.

The l\IltVv Ethics and El ig i b il i ty Comm it tee did
review your appeal on behalf of Scynth ia and Sandra
Macovik at their meeting September 29. Based on the
appeal received from you, the decision reached by the
committee is that Scynthia and Sandra did not qualify
for special consideration on the transfer rule. They
are transfer students from an institution which does
have a program in tennis. The extent of their participation does not effect the regulation. The purpose
of the appeal is to grant leniency on behalf of
any student with special need to transfer because of
academic, financial need or other extenuating circumstances.

I have been waiting for the letter fro m the University

of Waterloo, which you indicated would be forthcoming,
in hopes that more information might be provided.
I have not received that letter yet. Tl1erefore, tl1e
decision needs to remain as the committee originally
indicated, that the students would not be eligible until
they ]1ave completed 011e year of academic progress at
your institution.

This letter contains the written response to the questions which you
and I discussed over the telephone recently.
1.

The student who is registered at the nursing school but is also
taking 12 hours at your institution is eligible to participate
with your institution because of the affiliation which your
institution has with the college of nursing. This is a special
interpretation based on the information you gave me over the
telephone in which you explained the affiliation of the two
schools. You indicated that the nursing school had no athletic
program of its Ol\;'11 and t hat the nursing students were not given
any opportunity for athletic participation. You have also indi·
cated that the student was carrying enough hours to be eligible
at your institution as a. student registered in courses sponsored
by y-0ur institution. You also indicated that the nursing college
has an agreement with your institution in which the courses taught
at your institituion are credited at t he ir institution.
I am going to have the Ethics and Eligibility Committee further
review this situation when we meet in January. If the inter~retation should be any different at that time, I will let you
know so that you may be aware of t he interpretation for future
reference coneerning students in these circumstances. For the
present, however, you may proceed that t he student in question
is eligible to participate.

2.

The student who transfers from one school to another school between
the first and second semesters and has been a mem-b er of the swim
team at the f irst school and actually competed in two meets , is
i mmediately eligible to participate at your school providing that
she has the majority of t h e season remaining for her participation.
The question/answer on page 56 of the 1 975-76 AIAW Handbook
further clarifies t h is interpreta tion. Question: nA student
transfers to another institu tion ans wishes to participate in a

The student transferring fro m one school to another school between
the first and second semesters may transfer and participate as soon
as she has become an enrolled student at your school . She may
practice with the team, but she may not participate in any of the
school's competitive eve,nts until she is considered to be an enrolled student. On page 54 of the Handboo.k , Item No. 4 -A indicates
that only a woman student who is presently enrolled as a full-time
undergraduate student in your institution may b e eligible. On
page 42 of the Handbook, under t h e definition of a prospective
student athlete, the definition is further clarified: "When a
student has registered and has attended a class at an institution,
that student is considered enrolled at that institution. "
