C. 20036 February 20, 1976 MEMORANDUM To: From: Lou Jean Moyer, President of NAGWS Roger Wiley, President of AAHPER Celeste Ulrich, President-elect of AAHPER Jody Davenport, President-elect of NAGWS Laurie Mabry, President of AIAW The inquiry as to whether AIAW relations to AAHPER and NAGWS should be explored is included due to many factors, one of which was Roger's question to me earlier, "Should AIAW be a comparable structure to NAGWS, as compared to a substructure of NAGWS?". At the time I made a response that this was not a great concern of mine, but there were practical problems involved. This occurred when Roger came to the AIAW Board Meeting to seek support of AIAW for AAHPER response to NCAA, and to explain AAHPER Project on Sport and its coordinator position. Lou, Jean, Fran, and Millie have been of tremendous help to me and AIAW, and have involved AIAW personnel where they should. However , the structure of AMIPER and the reliance of AIAW to NAGWS for AIAW involvement is sometimes awkward, and would probably be questioned by institutional Presidents of AIAW member schools - if they were aware of these factors . Please let me know your feelings on this topic, as it is intended that we all discuss it together. Copies of this will go to AIAW Board members so they are aware of the intent to mutually consider this problem, if there is a desire for the topic to be explored at all. Our members of the NAIA/AIAW committee (Jean Anderson and Lee Morrison) were contacted with possible dates to check out with the NAIA to see if their committees could meet with us. 2. Our members of the NCAA Committee were contacted with listing of what I thought were our coming agenda topics with that joint committee, considering our past discussions. One of the first stP.ps is for our joint subcommittee to do some preliminary work on policy differences between the two organizations. As far as I have heard, that work has not been completed. The ·1ast we heard from NCAA was that they had a staff member ready to begin work - as soon as we were ready. My suggestion by this letter is that Kay should contact Walter Byers and find out the NCAA staff members name and initiate work in this area so our next joint meeting can occur. I will write John Fuzak to indicate our willingness to meet, since their convention actions may have implications~ and will ask what implications . I will send a copy of my letter to Carol Gordon, our chairperson, and to Bill Orwig, NCAA chairperson. If you have not heard of NCAA Convention actions, this is what happened : a. Referred to committee their Resolution 325 on the application of NCAA policies to both men and women athletes and athletic staff members. b. Tabled their Resolution 326 on establishing championships for women. c. Approved their Resolution 327 to establish a standing committee on women's athletics. 3. I met with the members of our firm for legal council for renegotiation for the remainder of this year's contract with the firm. No headway was made with the members for any less payment than that proposed in Margot's letter of 10/30/75. I indicated I would refer the matter to the executive committee for desision , and would either recommend the payment of the figure they suggested ~r not to the committee. I did this~ and did not recommend payment of that figure which would have meant we could have continued the contract as it was originally made. To summarize the basis for the vote - votes in favor seemed to be based in a range from, a) the feeling that the service was invaluable and the figure reasonable, b) the organization has no choice but to pay the figure requested and cannot be without legal counsel. My vote of no was based on these concepts: a. We were offering increased payment which to me seemed reasonable.(! offered to compromise between my offer of :$10,000 for 4 months, to theirs of $15,500 for 4 months.) The $15,500 represents the same payment as the $17,000 proposed by the firm since it covers 4 months instead of 5 monthsj b . Our use of counsel could become more selective perhaps to lessen counsel time to those times as truly needed occasions. The figure of $15,500 represents an average of 3.4 hours daily of every working day within the 4 months remaining; c . No evidence had been given to me that there was concern from the firm as to the AIAW Board's subcommittee report on relations between legal counsel and the Associationi d . We have other dire needs for money in our 1975-76 operating budget with prime example being several of the committees sought by the Delegate Assembly that needed to function between now and May. I inform you of this outcome so that you as Board members~ informed and the record is set, and not to indicate my criticism of the executive committee. The rest of the committee members and the members of the firm may well have been correct. Appropriate process was followed, and the decision has been made for the remainder of the year. We will be paying $15,500 for all legal services February 1, through May 31, 1976, and will be paying additionally out-of-pocket expenses that might be incurred. I will be asking Peg, as the incoming President, to give me her suggestions for some of the committee members to explore the situation for legal counsel and a contract for 1976-77. The committee then will include members she suggests and those I suggest, since I feel we both should be involved in forming this committee. Since this topic relates to staff needs, the committee members and Peg, Kay, and I will have a dual function to define staff needs and to explore possibilities for legal counsel. The committee must function soon, so Peg, please call me soon with two suggested persons willing to so ser,re. We will meet in Washington so Kay can meet with us, and may need to meet more than once. I assume Kay can find money within our budget for this and other committee purposes. 4. Committee needs that I recall from Delegate Assembly or Board act.ion are t:hese: a. Television Committee to come up with plans for DA action in '77 based on concepts approved at '76 Assembly in TV motions. Kay was to send me list of persons we talked about earlier to possibly serve on this committee, but I have not received them as yet. Leanne Grotke has been asked to chair this committee. b . Staff Needs and Legal Counsel (Combined Purposes) Committee which I mentioned earlier. c. Committee on Recruitment of Student Athletes to propose a new or new ways to approach recruitment. Chris Grant has been asked to chair this committee. I believe this committee could be one made up of members located relatively near to Chris to lessen expense of a face-to-face meeting. Related to this and related to staff changes may be AIAW relations to NAGWS/AAHPER, if the Board feels this should also be explored by committee. The Liaison Relations Committee function is to determine recommendations for liaison of AIAW as COlllpared to NAGWS, AAHPER, NASPE, etc., and other substructures of AAHPER. This is to avoid overlap except where it is felt that more than one AAHPER substructure or AAHPER and a substructure(s) should hold liaison with specific groups. Possible need to study AIAW relations comes from awareness of structure problems some of which may have consequence or may need modification, such as : 1. AAHPER procedures for selection committees and hiring processes for AIAW staff. 2. Representation on international sports bodies . 3. Authority for contract signatures and obligations. 4. Statements in AIAW Constitution as to relationships of AIAW and AAHPER. 5. Clarity of role in negotiations or meetings with other sports governance organizations. 6. However, it still may be possible that you may wish this topic explored at the same time we look at staff needs and liaison relations. NACDA - through Bill Ohr of Ohio Unive r s ity of Athens, Ohio - through Karol Kahrs of the University of Illinois - has indicated to me that NACDA wants suggestions on women's r epresc~tation on their Board. I told Karol that it would be best if the organization (NACDA) would make a formal request for representation from the NACDA President to the AIAW President. Also , indicated if she needed immediate suggestion to give to NACDA that 3-4 women members ~ight serve as a temporary exploratory representation until NACDA structure and wo~en's member ship more clearly known. Kay - please send me t he name of t he NACDA President, and I will write him, a~told Karol I would do. I assume a summary of actions taken at the Assembly will be coming to you soon. Today I received your mailing, asking that I call you and suggest two names of persons who have agreed to serve. Since I have already started developing the criteria which I feel should be considered in the choices, I will continue with that and s end this to you special delivery. I will also try to reach you by phone and share with you my views and find out who you are consideri ng . I am hesitant to contact people to determine whether they are willing to serve without knowing whether those choices might produce a very "unbalanced" committee in relation to the criteria which I feel are important. I feel that our staffing pattern for the f'uture is extremely important. This area will obviously determine our operating efficiency and represent a great percentage of our total budgetary expenditures. I feel, therefore, that,to the extent possible, the committee should reflect the following: 1. A representative elected by the entire membership. I would suggest that this be the President-elect for 1976-77. If the committee starts to function prior to this determination, I would suggest that both Elaine and Judy be included. 2. A board member from each of the membership groups that are not represented by the Presidents-elect, i. e. small college and JC/CC. I would suggest that these be board members continuing on the Board for the 1976-77 year. Charlotte Denman and Mary Roland Griffin appear as logical choices. This would also give a representative from the east and mid-west to balance the western location of the Presidents-elect. 3. Someone who does not and has never served on the Board to bring in fresh viewpoints . There are many people capable of serving in this capacity. Please pass on the bits and pieces to the various coaches and other personnel responsible for women's athletics on your campus . Membership Applications: The membership applications are enclosed (green) and please read the form carefully as several important changes have been made. As a substructure of AIAW we must use the same enrollment figure they use. This is fema le undergraduate students (Not Equivalents) enrolled at the close of the fall 1975-76 year. The application.:. also requires signature of the Registrar. Please fill in all required blanks and send 1 copy to Jan Watson along with your check. Keep the other copy for your files. Remember ACTIVE regional membership is required for participation in regional events. The membership deadline is October 15, 1977 . ( REGION II HANDBOOK AND DIRECTORY: At the Region II Executive Board Meeting it was decided to publish a Regional Handbook and Directory. This will include guidelines for all tournaments, _ guidelines for officials, forms, tournament procedures, ethics and e l igibility procedures, awards inform:>.tion and all such items. This is taking a little longer but you should have it by August 1. All through the year information will be added. In order not to delay the membership applications, this abbreviated mail is made now . Southern Region II Executive Board Meeting: The executive board met June 11 - 13 and prepared guidelines, added championships, worked on budget, revised the operating code and did many, many things. A list of names and addresses of those members is included. Miriam Mumaw, Site Selection chairman and Laura Mapp, USFHA liaison, met with the group for some of the sessions. A few .of the actions are outlined below; a full copy of the minutes will be in the next mail out. A. Commissioner of Championships The board approved the appointment of a C01Illl1issioner of championship. As our championships have grown from 2 to 9 the need for this position is acute. The commissioner will be the coordinator of Regional championships by working with tournament directors concerning the planning, conduction, budgeting and such of same . Due to the urgency of this action, the representatives of all 5 states and executive officers of the board voted to ask Mrs. Jane Hooker to serve in this capacity 1976-78 . Jane has accepted this responsibility and we feel fortunate to have her. She has served as tournament director in both regional and national championships. B. New Championships The board set guidelines for initiation of new championships . These include as a criterion 3 of 5 states in the region conducting state championships . The board reviewed the request for a regional swimming and diving championships and approved such for March, 1977. Bids are be-ing accepted for hosting this. Golf and softball were also reviewed but did not meet the criteria. C. ( Certification of Regional Winners or Representatives In some instances schools are being refused by the school's administration to continue to championships because of lack of regional sanctioning or qualifying. After considerable discussion, the executive board voted to accept the AIAW policy being used by other regions. This is: "In the absence of a regional qualifying, an avenue will be provided for schools to advance to national championship either through a tournament or endorsement by the Southern Region II Executive Board." If not enough schools or states warrant having a regional tournament and a qualifying is necessary, the school may appeal to the executive board to have it endorsed as the region's representative. D. Input from Coaches It was felt that the coaches should have more input into tournament guidelines. The board felt that sports connnittees were not indicated at this time but rather that a scheduled meeting of all coaches of a particular sport be planned during the regional tourney . This would be at a time which would not conflict with the tournament schedule and would be conducted by the state AIAW president in the state where the tournament would be held. This president would be the liaison between the sports counnittee of all coaches and the executive board. Site Selection ( The sites were selected for those sports in which bids had been received. A copy of this is included. Those to be decided on later are marked TBA. If you are interested in hosting a tournament, please contact the site selection chairman, Miriam Mumaw, Eastern Mennonite College, Harrisonburg, VA. The dates have been set for 2 years in advance and the committee hopes to determine 1977-78 sites this January. The deadline for 1977-78 bids is December 1, 1976 and May 1, 1977 for 1978- 79 bids. Remember the region and the hostess schools share profits 50/50 plus the hostess school has berth in team championships . As you can see it varies from state to state. The general tenor was it should be an education process with the coaches and high Sch(X)l counselors; it should be a 2 hour segirent of a program already in operation; i t should be conducted by sorreone from without the regi on so no college or university would have an advantage or appear to have a vested interest . ACC revenue comes from approximately five sources: Annual Conference Meets & Tournaments, revenue from NCAA 'IV series, revenue from conference Basketball TV series, revenue from post season Football games, and additional conference funds from the treasury. The total of these sources of revenue are added together, plus interest, and deducted from the amount equal to the conference budget+ 10%. The figure arrived at from this computation is then divided by the member institutions and their share constitutes the "dues" for the year .
