Treasurer from the net income of the four first round games.

First Round profits to be divided as follows:

Detroit because my roommate left after the delegate assembly
was over. I had to stay for the Executive Board session the
next day. AIAW paid for half, on a double occupancy, which left
me with $30.16 unpaid by my institution (UL would not pay for
any expense except airfare and the actual delegate assembly.
I feel the Region II guidelines· wi 11 allow me to request a rate
of double occupancy for the 9th . If I use the guideline, I will
not be out the $30.16. If you see no problem, will you mail me
a check accordingly. If not, I'll ask rest of board members if
you think that is wiser.

February 2-3, 1981 - Presidential consulting group
meets in Washington. Executive Committee will

consider results of "think tank 11 and will
finalize process by which recommendations shall
be developed for membership input and AXB consideration.

With the NCAA move to initiate championships, AIAW and Region II membership
and championships will definitely be altered. I hope that each of you will
attend the Region II delegate assembly fn the hopes that we can share
among one another our campus decisions. I am also attempting to bring one
of the AIAW Executive Committee members to ·the meeting so that they may
share with you the national perspective. Whatever our future directions
may be, I do hope we can· meet at Gatlinburg to assist one another with
ideas that will help us plan for the future for our women student athletes.

It is my strong conviction that the se involved directly in a

Your letter dated March 11, 1981, containing proposed agenda
items for the forthcoming meeting of NCAA and AIAW representatives, reflects two major categories of topics. The first item:
included in the NCAA Convention resolution 71, ·mirrors those contained in the AIAW Delegate Assembly Motion 129, and should, I
believe, be the major focus of our meeting. I suggest this because they reflect the most fundamental concerns of our respective memb~rs.
The second category of proposed items appears to be either inappropriate or premature at this time. Should our discussions reflect the existence of a common interest and a common ground,
future meetings would provide ample and timely opportunities for
discussion of such matters as dual membership and/or dual championship declarations. I would therefore suggest that category
two be deleted from the agenda and that our time together could
be most productively devoted to the items you have suggested in
category one.
As the most central travel lo~ation, I suggest we plan our meet~
ing for Chicago sometime in April. Please tell me if any of the

This is a follow-up to our conversation of April
15, 1981 at which t ime I shared wi th you N.AGWS-AAB..PERD ' s ·~
concern regarding the writing and publishing of rules and
officiating fo r The National Collegiate .Athletic As s ociation women ' s athletic program . As I indicated , NAGWSAAHPERD is willing to wo:rk cooperatively with The National
Collegiate Athletic Association (NCAA) in each of these
efforts.
I corr.muni cated with Ruth Berkey, Director of Women's
Championships for the NCAA as early as Januar y , 1981 (see
enclosure) . I was therefore a bit distressed to l earn
that a member of your Executive Committee Judie Holland had
reported that NAGWS had not contacted the NCAA sport cornmi t tees regarding the above expressed interest .
As cooperative communication is essential in any
organization, I had anticipated that the January correspondence would have been shared with the appropria t e spor t
committee chairs . Although I r equested a listing of the
NCAA sport committee c hairs, I have still not received that
information .
Several recent ac tions by the NAGWS Board of Directors
(BOD) and the AAHPERD Alliance Assembly demonstrates NAGWSAAHPERD ' s commitment to provide quality service in the area
of writing and publishing of rules and offi ciating. The
NJ..GWS BOD extends an i nvitation to NCAA to serve on it ' s
rules committee s and I do hope that your response will be

of rules and officiating for the National Assoc:ation
of Intercollegiate Athletics women;s athletics program.
As I indicated, NAGWS-AAHFERD is willing to work cooperatively with the National Association of Intercollegiate Athletics (NAIA) in each of these efforts.
Several recent actions (see enclosures) by the
NAGWS Board of Directors (BOD) and the A.A.HPERD Alliance
Assembly further demonstrates our commitment to provide
quality service in each of these areas. The NAGWS BOD
extends an invitation to NAIA to serve on its rules
committees and I do hope that your response will be a
positive one. The AAHPERD Alliance Assembly approved a
resolution which supports NAGV/S-AAHPERD in it's efforts
to provide and promote educational sports programs
through rules writing, publications and interpretation
of rules for girls and women sports and officiating.

It was moved that a.~ · invitation be extended to each
NCAA and NAIA women s port com.mittee to apply for membership
on the corresponding NAGWS rules committee with the understanding that approval of the appl i cation will be contingent
upon written agreement to the following,

for women°s competition beginning with 1981 - 1982

Publication rights will be retained by NAGWS through

Whereas; the AAHPERD/NAGWS has been the major authority in
the development of rules and officiating for girls and
women's sports since 1885, and

Whereas ; the AAHPERD/NAGWS will continue to promote and provide educational sports programs through rules writing ,
publications, and interpretation of rules for girls and
women's sports and

Whereas; the Affiliated Boards of Officials (ABO) of NAGWS
Will continue ~o improve the quality of officiating for
girls and women°s sports .

Be it resolved that AAHPERD support the NAGWS/AAHPERD as the

Be it further resolved that AAHPERD issue a public statement

Clemson University is in the process of determining whether we will
hold membership in AIAW and/or NCAA for the 1981- 82 year. Clemson is
a member of the Atlantic Coast Conference and the athletic directors
of each school within the conference have their annual spring meeting
in May each year . At this meeting they will discuss the situation
and make a decision concerning membership.
Since May 1st is the deadline for making a declarat i on, I s i mply wanted
AIAW to know that the decision is out of my hands since I am merely
head womenrs basketball coach. If they decide to remai n with AIAW,
.I would appreciate every consideration towards renewing the membership
that we have had for the past six years. I realize there may be a l ate
fee accessed.
Please keep this letter on file and give it consideration at the proper

I recently received minutes of the special meeting of the
AIAW Executive Board held on March 4, 1981, which disclosed several
disturbing actions taken by the AIAW. These actions appear to set
the stage for a legal struggle with the NCAA over the governance
of colleg i ate women's athletics which I firmly believe will cause
more harm than good.
Specifically, I view the intended legal action by the AIAW
vis-a-vis the NCAA, described in the March 4, 1981 mi nutes, to
be inimical to the interests of student athletes, male and female.
Instead, I strongly urge the AIAW to seek positive, productive
methods in developing a relationship with the NCAA.
Involving
member institutions in costly and protracted legal maneuvers does
not augur well for the future.
Turning to a more general concern, on behalf of UCLA, I wish
to voice profound regret that the AIAW Board Members felt the need
to take an "Oath of Confidentiality" on questions of concern to
AIAW members. Such an oath serves nei ther the Board nor the
institutions which it purportedly represents. An open meet i ng would
appear to be more in line with the stated purposes of the AIAW
and certainly more consistent with the operating procedures of this
and other universities which constitute the membership of the AIAW.
While UCLA is prepared to support the AIAW in its service to
college athletics programs, it is not our intention to continue
such support if the AIAW pursues a course of action which could
be detrimental to such progr ams.

CREDENTIALS COMMITTEE

The purpose of the Credentials Committee is to
verify registrants at the AIAW Delegate Assembly each
year. Members of the Committee must be on call from
the time registration opens until the Delegate
Assembly adjourns.
The AIAW office staff handles the registration
procedure, but the Credentials Committee members must
be available.

Any person that attempts to register that is not
listed on the AIAW membership application as being
the voting delegate or does not have an official
proxy must be checked by the Committee. The procedure
for checking has traditionally been to call the voting
delegate of the institution or the President of the
institution.

The chair of the Committee makes a report at
the beginning of the Delegate Assembly on the number
of official delegates registered.

There are no other duties during the year that
must be done by the Credentials Committee.

Thought I should get a note of f to y ou r egarding items fo r the summer
executive b oard meeting.
How is t h e s ite rotation system coming for future Region I I tournaments?
I believe t h ere was an attempt in the past to set up a rot ation in some sports .
You might refer to ear l ier handbooks and get input from the sport chairpersons.
I would l ike the board to a.ct on t he rotation systems this summer so we can
include it i n the handbook .
Also, how is the contract for accepting Region II AIAW tournaments coming?

I n Gatlinburg we i nd icated action would be rtaken at the s ummer board meeting
and then guidelines and contract b e s ent. That would also firm up the bid a cc eptance proce ss and schools may l ook at hosting in a more bus inesslike v ent ure . I pr esu.rne we will have all t h e b ids in so 'We can act on sites for the
1981-82 championship season .

Resolution 143 of the 1981 AIAW Delegate Assembly (see official minu tes ,
p. 46 attached) clearly duplicates the charge of the Committee to Study
Alternative Qualifying Routes to National Championships (which was appointed by the AIAW Executive Board). Since Delegate Assembly action supercedes
that of the Board, the current AIAW Executi ve Board, at their May 5-8, 1981
meeting, adopted a motion (AXB motion 70) to disband with thanks the Com_mittee to Study Alterna tive Qualifying Routes to National Championships .

143 Committee on the Conduct of National
Passed
Championships
WHEREAS, AIAW is committed to conducting national championships
which reflect the highest calibre of performance by teams
and/or individual student-athletes; and
WHEREAS, in the evolution- of women's intercollegiate athletics,
the focus at the national level has shifted from broad
participation and program development to a more highly
selective system for determining a national champion; and
WHEREAS, current economic conditions and the high costs of travel
which adversely impact the financial r esources of AIAW
member institutions are of immediate concern to Chief
Executive Officers and athletic admini strators; and
WHEREAS, AIAW sport committees are in need of direction in order _
to suggest restructuring qualifying routes leading to national championships and the size and format of national
championships;
THEREFORE BE IT RESOLVED, that the 1981 AIAW Del egate Assembly directs the AIAW Executive Board and the Committee on the
Conduct of National Championships to develop a system of
structuring national championships which will address
concerns ci ted above , and
BE IT FURTHER RESOLVED, that the national championship structure
will guarantee each institution the opportunity to qualify
for a national championship in each sport through objective
time/score standards or through an appropriate geographical
qualifying event in which the winner is guaranteed an au tomatic berth. This qualification structure may not necessarily guarantee representation for each of AIAW's nine
membe r ship regions;
BE IT FURTHER RESOLVED, that a proposal to restructure AIAW's
national championship quali fying routes be presented to
the 1982 Delegate Assembly for implementation in 1982-83.

WHEREAS, AIAW is dedicated to the stimulation and development of
quality leadership for women's intercollegiate. athletic
programs and the provision of support for increased opportunities for women in intercoll egiate athletics as
participants and professionals; and
WHEREAS, the voting representatives t o the AIAW are seriously concerned that the merger of men' s and women's athletic departments into s ingle administrative units has been a
significant factor in the diminution of coach ing opportunities for women in women's intercollegiate athl etic
programs at AIAW member institutions and the accelerating
rate of di splacement of women in l eadersh ip and administrative positions in women's athletic programs; and

We recently completed the Division III Tennis Championships here at
Centre . According to the guidelines, we had 24 participants who qualified for A11 Regional tenni~ t e~m. I had on1~12 medals. I have called

By letter of May 20, 1981, you were given notice of a bylaw
provision adopted by the AIAW Executive Board at its May meeting which states that members of the AIAW Appeals Board may not
simultaneously hold positions in other intercollegiate athletic
governing bodies which were not affiliated with AIAW. Persons
holding such dual positions were given seven (7) days to remove
the conflict or have their AIAW position declared vacant. In
view of the fact that you received actual notice on May 27, 1981,
it is my obligation as President to declare the Region 8 position
on the Appeals Board to be vacant as of June 3, 1981, unless you
presently hold no position prohibited by the relevant bylaw provision.
From your letter dated May 28, 1981, it appears that some clarification may be in order. My letter of May 20, 1981, addressed
only your position on th~ AIAW Appeals Board, not your position as
Region 8 Ethics and Eligibility Chair. The question of retention
of the latter position is a matter f or the governing authority of
Region 8 to address as that body may deem appropriate. There is no
AIAW requirement that the Appeals Board member selected by a r egion
also be the regional Ethics and Eligibility Chair. (1980-81 AIAW
Handbook, p.58).

Finally, the bylaw in question was adopted by the AIAW Executive
Board i n accordance with the provisions of Article VI, D, 4 (1980-81
AI AW Handbook, p . 21). It will be presented to the 1982 Delegate
Assembly and any member is invited to -speak for or against its retention. However , i n the interim, it is my duty as AIAW President
to carry out the requirements of the bylaws and declare vacancies in
those positions when conflict exists.
I t rust this letter will clarify that a vacancy has been declared

�in the Region 8 Appeals Board position, and is not i ntended . to affect
any other regional position you may hold.

We have examined the accompanying Statements of revenues,
expenses and changes in fund balances of the Association for
Intercollegiate Athletics for Women for the fiscal year ended
June 30, 1981. Our examination was made in accordance with

In our opinion, with the exception of the lack of
comparison of the current fiscal year with the prior fiscal
period and with prior year budget, the accompanying Statement

General Information

I

The Association for Intercollegiate Athletics for Women,
known as AIAW, was established in 1971 by women in athletics
to provide governance and leadership dedicated to the assurance
of standards of excellence and educational soundness in women's
intercollegiate athletics.

AIAW grew as a substructure of the National Association
for Girls and Women in Sport, an organization affiliated with
the American Alliance for Health, Physical Education, Recreation
and Dance, from an institutional membership of 280 two and
four year colleges and universities in 1971-72, to a 1978-1979
active membership of 916 institutions .

On June 1, 1979,

AIAW assumed separate legal identity, but continues both
progrannnatic and philosophical ties with NAGWS and AAHPERD
On June 30, 1981, AIAW had an active membership of 961
institutions .

AIAW files their year end tax return on Form 990
as a tax-exempt organization in accordance with
approval received from the Internal Revenue Service.
AIAW is classified as a 501 (c) (3) tax-exempt
organization.
Contingent Liabilities

AIAW is a defendant-intervenor in the NCAA v.
Califano litigation in the Eastern District of
Kansas (Case No. 78-1632) . This is a suit for
declaratory judgment, however the possibility of
any liability (for opposing party's attorneys fees
in the event of loss) is, in the opinion of counsel,
very remote and speculative.

The Association contributes to a retirement plan
available to all employees under certain terms and
conditions. The plan is maintained with Teachers
Insurance and Annuity Association of America,
College Retirement Equities Fund. For the fiscal
year ended June 30, 1981, contributions in the
amount of $15,322 were made on behalf of employees.
The Association also contributes to a long term
salary continuance plan on behalf of employees
who are eligible under certain terms and conditions.
For the fiscal year ended June 30, 1981, payments
in the amount of $1,958 were made to National
Group Trust, administrator of the plan.
Group Hospitalization and Life Insurance Plan
The Association contributes to Group Hospitalization
and Life Insurance Plans on behalf of its employees
through the National Education Association. For the
fiscal year ended June 30, 1981, payments amounted
to $7,373.
