the State Superintendent of Publk Instruction, for in,

r urpose o.f defraying the salaries of t e.,1,cheus and other
current ex penses : Provided, That the latter approp1~iation shall not become effective for any school until the
buildings have been equipped and the s,chool r egularly
opened.

year the normal school s p1·oyided for in thisi act, it is
necessary that t,h e s,a me become effective a,s soon as pos:c.ible; and, whereas, a public necessity exists for the immediate establishment and opening of norma l s1chools in
this State, ini order 1:lo make its common school sy,stem
more effective as required by the Constitution of Kentucky, an emevgency is therefore declared to· exist and
this act shall take effect from andl after its passage and
